建構規劃用途水位模擬平台之研究

摘要


水利工程人員利用水理模式模擬颱洪事件用於解決水利工程規劃上時,水文資料、斷面資料、模式參數上取得之不易;避免耗費大量時間在蒐集資料上而縮短分析上的時間。目前水利署與荷蘭Deltares合作發展之FEWS_Taiwan平台上已彙整颱洪事件水文資料庫,並結合各式水文水理模式進行模擬河川水位演算,並可在平台上提供演算結果展示與輸出決策支援報表等功能,因此水利工程人員可透過FEWS_Taiwan平台銜接外部模式模擬歷史事件。但模擬歷史事件時,水理模式內各參數與斷面資料應轉換至當時狀況,但轉換流程相當複雜與繁瑣。 本研究發展可替換水理模式斷面資料系統,使得FEWS_Taiwan平台銜接外部模式模擬歷史事件時,能迅速將模式建立並模擬及對於不同時期的斷面資料轉換後對於模式的改善進行成果分析。以滿足水利工程師在進行水理模式模擬時的對於不同年份斷面資料分析成果之需求。在實作上利用網際網路應用程式並整合模式斷面資料庫,並以Google Earth作為圖台展示介面,使用者經由本平台選擇合適之斷面量測資料,系統會自動將選擇之斷面資料轉換成為水理模式可使用之斷面資料,提供水利工程師模擬分析使用。

When water resources enginers utilize hydrodynamic model to simulate disasters such as typhoons and floods for planning on water resources constructions, it is very difficult to acquire hydrological data, panel data and model parameters. In order to avoid time-consuming on collecting data, Water Resources Agency( Taiwan) and Deltares( Holland) have worked together to develop FEWS_Taiwan platform, in which water resources database has been compiled and all kinds of hydrological and hydrodynamic models have also been combined to have water level of river simulated and performed, and the platform could provide and output results of performance to support policy making, so that water recourse engineers could simulate accidentss in the past through FEWS_Taiwan platform to connect external model. As accidentss in the past to be simulated, the parameters of hydrodynamic models and panel data should conform the circumstances at the time, however, the procedure to conform is very complicated. This research develop replaceable hydrodynamic model and panel data system to make FEWS_Taiwan platform connect external model and simulate accidents in the past, so that the models could be established rapidly and simulated, furthermore, the improvement of models with different periods of panel data could be analyzed to meet the needs of analyzed panel data results with specific years, when water resources engineers proceed hydrodynamic model to simulate. In implementation of utilizing internet applied formula and integrating model panel database with Google Earth as platform display interface, a user select applicable panel results data by this platform, the system will transform selected panel data into usable panel data of hydrodynamic model for water resources engineers to simulate, analyze and apply.
