由於台灣地區天然資源匱乏,各種發電燃料皆需仰賴進口,近來國際原物料飆漲,燃煤及核能等基載機組電廠屢遭困境,短期內無法滿足基載需求,需啟動燃油及燃氣機組填補,導致發電成本逐年增加。 台灣地區所有用戶約有1,300萬用戶,其中高壓雖僅2.3萬戶,卻占了全台用電量58%,故台灣地區決定優先建制高壓以上AMI,其AMI基本功能是對用戶用電狀態進行記錄,包括用戶用電資料及電力品質資料。本論文係利用高壓 AMI電表來達到用電監控,配合AMI電表蒐集每15分鐘之尖峰值,引導用戶轉移尖峰用電至離峰時間使用,使離峰負載穩定成長,產生需量反應最佳化,解決用電瓶頸,並利用已建置高壓AMI為基礎,未來將可提供高壓入口網站服務,用戶可經由該網站查詢相關用電資料及需量方案試算,亦提供台電公司開發具誘發性之方案及用電資訊,將會提高用戶參與節能減碳意願,以降低能源成本。
Due to Taiwan's lack of natural resources, fuels for power generations heavily require imports from overseas. The base load demand in the short term cannot be met because of the soaring of international raw materials, and oppositions on building new base load generator sets, namely coal and nuclear plants. Thus, the insufficient demand is forced to be filled by activating diesel and gas generators, which consequently, increases the cost of power generation annually. There are approximately 13 million electricity customers in Taiwan; however, only 23 thousand of which are high-voltage users, who consumes about 58% of the total electricity generated. Therefore, the construction of AMI(Advanced Metering Infrastructure) has prioritized for those users. The basic function of AMI is to record the status of power consumption and power quality. This paper uses the recorded data with the peak demand on 15-min interval bases to guide the customers in transferring load from peak-hours to off-peak hours. This way, off-peak demand is steadily increased which ultimately optimizes demand utilization and solves the bottleneck of electricity shortages. Moreover, with the AMI as a fundamental, portal web service for high-voltage users can be provided in the future. Customers can inquire electricity consumption data and calculate demand needed from the site, as well as granting Taipower the ability to develop electricity tariffs that provides incentives for customers to participate in energy saving and carbon reduction, which conclusively, lower the generation cost.
