永續都市必擁有卓越競爭力方得以持續發展,且在都市發展過程中隨著外在環境變化不斷地調整,以最適狀態吸引全球的資源,此不斷修正改善的動態機制,就必須仰賴都市更新此一重要手段來落實。 現今都市更新需要公私部門合作,且民間機構在獲利前提下必於資源投入都市更新前,做好妥善的開發可行性分析,結合己身資源優勢選擇最適之都市更新單元標的進行開發。傳統的都市更新開發決策因子偏重於財務計算,若能運用平衡計分卡架構來進行都市更新開發可行性分析,做好選址,慎選都市更新單元進行申請劃設,遂成為重要的研究課題。本研究主要結論如下: 一、平衡計分卡可彌補傳統都市更新開發可行性分析之不足。 二、都市更新開發可行性分析運用平衡計分卡架構後,可產生「快速篩檢」的效果,讓實施者快速又確實地抉擇適合的更新單元進行都市更新。 三、都市更新利害關係人可善用平衡計分卡策略地圖,來溝通落實都市更新策略。 四、台北市都市更新之熱門標的:預售房價60萬/坪以上之區位(以2010年預售房價水準為例)、較高容積之區位、現在已使用容積較少之老舊公寓與政府主導之公辦都市更新等標的,將頭角崢嶸放光采。

Urban renewal needs to cooperate with public and the private institution. Under the premise of getting benefit, the private institution will invest more resources into urban renewal before having proper development of the feasibility. Combine itself better resource to choose the best urban renewal subject to develop. Traditional decision-making factor in the development of urban renewal emphasis on financial terms, if we use the Balanced Scorecard framework to carry out urban renewal development feasibility analysis, good site to choose the unit for urban renewal designation, then it would become an important research topic .
