大專校院推廣教育單位導入TTQS關鍵成功因素之研究

摘要


職訓局為提升訓練品質,規劃設計臺灣訓練品質系統(Taiwan TrainQuali System, TTQS),做為檢視訓練體系、訓練計畫執行品質及訓練績效之評核管理工具。本研究之目的在找出大專校院推廣教育單位導入TTQS之關鍵成功因素並提出相關建議。研究過程中應用層級分析法(Analytic Hierarchy Process, AHP)針對2011至2012年曾經職訓局評核為銀牌以上等級之15所大專校院推廣教育單位主管及曾輔導過大專校院推廣教育單位之輔導顧問進行調查,共計40人。 依據本研究結果,影響大專校院推廣教育單位導入TTQS的關鍵成功因素為:1.依據目標市場訓練需求,進行職能落差分析;2.高階主管的支持與決心;3.依據利益關係人之參與意見與需求設計課程。復依上開結果,本研究建議職訓局未來在推動TTQS時,應建構產業人才職能發展規範及職能分析工具,並使TTQS指標項目及配分方式更有彈性。同時建議大專校院導入TTQS時,可善加運用職涯發展路徑規劃工具,並透過利益關係人掌握市場需求。

In order to improve training quality, Bureau of Employment and Vocational Training (BEVT) established Taiwan TrainQuali System (TTQS). The purpose of this study is to find out the key success factors of continuing education schools of colleges to adopt TTQS by analytic hierarchy process (AHP). The participants of investigation included chiefs of 15 continuing education schools of colleges which obtained silver level (or better) of TTQS during 2011-2012, and TTQS consultants who consulted for continuing education schools of colleges. The results of this study show that the key success factors of continuing education schools of colleges to implement TTQS are “analyzing competency gap according to the training demand of target market,” “the support and resolution of executives,” and “design courses by the opinions and demands of stakeholders.” Then we suggested that BEVT should develop the competency framework and revise TTQS evaluation indices. We also suggested that continuing education schools of colleges should implement career development tools and cooperate with unions while adopting TTQS.
