高職建教合作問題分析之研究

Analysis of the problems of cooperative education in vocational high school

摘要


過去創造臺灣經濟奇蹟的建教合作制度,歷時45年之後,建教合作非但無法像過往厚植社會中堅份子打造臺灣經濟基礎建設,更無法解決目前國內基層人力缺工的情形,建教合作實施成效令人存疑。建教合作其學徒制和做中學的精神逐漸式微,質變成經濟弱勢學生就學的管道,進而引發許多爭議問題。因此,本研究旨在探討高職建教合作面臨的問題並研究未來推動高職建教合作的改進方向。透過6位專家訪談的實施,獲致以下結論: 在高職建教合作政策面: 一、建教合作主管機關多頭馬車,跨領域平台有迫切性 二、國家編列經費待重整,並引進企業資源 三、評估繁雜訪視制式,查核需落實 四、違法者罰則輕,建教生權益難保 五、學群發展不均形成缺工產業與招生市場的扞格 六、新法對仲介業雖明確規範但成效待追蹤  七、新法頒布機構合作意願下降,可能因善而害真 在高職建教合作機構執行面: 一、機構將本求利,欠缺建教生職涯發展理念 二、就近實習與增置人力落實不易 三、建教生就業率不佳,實習成效存疑 在高職建教合作學校執行面: 一、學校本位課程偏多,模擬實習闕如 二、職業試探未落實 三、私校不實招攬建教生需徹查嚴處 四、機構合作素質不一,建教生訓練機會不穩定   最後,依據結論對建教合作的主管機關、機構、學校及後續研究提出建議作為參考。

Cooperative education which had took 45 years created Taiwan's economic miracle in the past. Cooperative education was able neither to educate salt of the earth to build Taiwan's economic infrastructure, nor to solve the current shortage of foundational labor jobs. However, people doubted the practical effect. The apprenticeship and learning-by-doing of cooperative educational spirit gradually declined and then cooperative education qualitively became an approach to economically disadvantaged students. Therefore, cooperative education raised the number of contentious issues. The purpose of this study is to promote the improvement of the future direction in vocational cooperative education. Through the implementation of six expert interviews and the conclusions of this study are summarized as follows: The aspects of vocational cooperative educational problems in policy are as follows: 1. Being a hydra-headed bureaucracy, the cooperative educational authority builds cross-platform urgently. 2. National funds need to be re-budgeted and combine enterprise resource. 3. Complicated evaluation and rigided assessment are required to implement. 4. The penalty for cooperative agency is so slight that students’ right are impaired. 5. The uneven developments in departments do not connect industry trends with student enrollment. 6. The new-promulgated law explicitly regulates brokerage industry but the results need to be tracked. 7. The new-promulgated law leads agency less willingness to participate and has an effect on students’ right. The aspects of vocational cooperative educational problems in cooperative agency are as follows: 1. The agency is pursuit of profit for lack of the concept in career development. 2. It is not easy to train nearby and add staff. 3. People doubt the practical effect due to poor employment rate. The aspects of vocational cooperative educational problems in cooperative school are as follows: 1. SBC (School-Based Curriculum) is too much to simulate practice. 2. Career exploration is not implemented. 3. It needs to manage that private vocational schools recruit of students with false advertisements. 4. Quality of different cooperate agency is substituted for students’ training stability of opportunities. According to the conclusions, this research offered several suggestions for students, cooperative agency and cooperative school, providing recommendations for further study as a reference.
