產出因子應用於事業廢棄物再利用及其稽查管理之研究

Application of Discharge Factors in Industrial Wastes Reuse for Surveillance and Management

摘要


本研究採用整體質量平衡法(Overall Mass Balance, OMB)與統計學之算術平均分析(Arithmetic Analysis)與迴歸分析(Regression Analysis)方法推求各行業製程之本土化之再利用事業廢棄物其再利用率(Reuse Ratio)和事業廢棄物產出因子(Discharge Factor, DF),同時採用整體質量平衡法與物質流分析(Material Flow Analysis, MFA)探討物質流分析應用於再利用率及產出因子之可行性,期望能將已建立之再利用率及DF實際應用於查核管制上,以作為預先查核業者廢棄物申報資料與現場查核之工具,有效達到事業廢棄物管理目標。 本研究針對2種再利用事業廢棄物推估5個製程共計推估12個再利用率及16個廢棄物產出因子。由研究結果發現『無機性汙泥』(D-0902)廢棄物之再利用於產品卜特蘭水泥之再利用率為100%,產品為紅磚之再利用率亦為100%;至於利用『廢鹼液』(廢液pH值大(等)於12.5(C-0201)、固體廢棄物之溶液pH值大(等)於12.5(C-0204)及非有害廢鹼(D-1502))時,並不依附於產品的成份中,其在製程中是持續循環再使用,故回收作為錫熔製製造程序可視其再利用率為100%,回收作為鋁擠型製造程序再利用率為87.5%,回收作為粉末冶金程序可視其整體再利用率為92.7%。本研究另推估45個非再利用之事業廢棄物DF,其中R2≧0.9以上的DF有39個(佔總推估DF數的87%),顯示本研究DF與參數(因子)間之線性相關性相當高。R2<0.7者則有1個DF(焚化爐飛灰(屬一般事業廢棄物者)(D-1001)),需再重新檢視其整體質量平衡與廢棄物產出量相關連之原物料、產品項目或增加有效樣本數,並且再進行重新推估其DF。

The study an application of material flow analysis on reuse ratio and discharge Factor(DF)of industrial wastes for surveillance and Management. It utilizing Overall Mass Balance(OMB) with method of arithmetic analysis and regression analysis to estimate the ratio of industrial wastes reused. It is mainly to treat practicability of material flow analysis on reuse ratio and discharge factor. Planning on surveillance was also conducted with the reuse ratio data and discharge factor. It provides a tool to estimate the quantities of industry wastes onsite in advance will promote the industrial wastes management filled with ambition more effectively. There are two kinds of reuse industrial wastes for 5 processes investigated in this work. This work has carried out total estimated 12 reuse ratio and 16 waste discharge factor. The reuse ratio of the D-0902 waste was found 100% recovery as Portland cement and red brick. As for C-0201、C-0204 and D-1502 waste alkali liquor were continuous cycle of reuse that did not depend on the composition of products in its manufacturing process. The reuse ratio of the waste alkali liquor was found 100% as tin melt manufacturing process, 87.5% as extruded signing panel manufacturing process, 92.7% as powder metallurgy manufacturing process. On the other hand the study carried out estimated 45 waste discharge factor in 9 industry. There are 39 discharge factor more than 0.9(the total number of 87%)which showed that had high correlation in the study. there is one discharge factor less than 0.7. So it should be subject to re-examine the OMB and re-estimate the DF.
