在勞工安全衛生這個議題上,「安全第一」與「經濟、效率」在雇主眼中,似乎很難平衡,為兩面討好,大家只能一再重申與更新華而不實的勞安口號,以示重視,如同呼叫雇主與勞工能自求多福! 台塑近期一再引爆工安問題,當火燄竄入雲宵時,死傷的不僅是勞工,還包括我們賴以維生的環境。在人定勝天的愚蠢自信下,我們從不曾澈底內自省與改變,對「落實查核」一節,也總以為是自找麻煩!導致下情不願上達,或一再隱瞞虛驚事故!也一再錯失改善機會,終造成無法挽回的災難! 以本國勞工聰明卻善忘的特質,我們只能以查核再查核,去評估可能發生的職業災害原因,並藉以改善、矯正,及進行危機管理,讓傷害降至我們可接受的範圍內! 本研究以文獻分析和問卷調查為主,以瞭解危機管理的理論及預防與準備內容。本研究架構可分兩大類,其一為「危機偵測階段」,用以瞭危機爆發前是否有落實勞工安全衛生管理;其二為「施工中危機發生機率、影響程度認知」,用以評量現況是處於準備完善、準備良好或危險地帶。
The study, based on case survey and literature analysis, is to understand the theory of crisis management and the content of crisis prevention and it’s preparedness. It’s structure can be divided into two categories. One of them is “the phase of crisis detection and preparation”,which is to understand if there is any precaution being taken before the happening of crisis. The other is “the cognitive of crisis-happening probability under construction and it’s impact degree” , which is to assess if the current situation is under good preparation or it is under dangerous situration.
