都會區土壤液化高潛勢區之防災規劃

摘要

防災課題日益受到重視的現今，各國積極提出相關策略與手段以因應環境變遷所造成之天然災害，歷年發生的震災造成嚴重之傷亡與損失也促使工程界益發重視地震課題。台灣地區有鑒於九二一地震對於本島造成嚴重影響，無論人員傷亡與社經損失，皆為百年來一大衝擊。其中液化現象之發生更不容小覷。一般液化災害雖不致於導致人員傷亡，但往往造成建築物傾斜沉陷，無法使用，需另考量工程手法，以修復補強建物。規劃方面，亦需將其收容人數之推估列入檢討，以提出完善之整備策略。
本研究利用台灣地震災損推估系統分析台北縣及新莊市在不同地震狀態下之模擬成果，並將其推估產生之模組與現況分析探討，進行防災空間系統規劃。其次，提出土壤液化整備策略之相關分析，包括資料庫建立與建築物破壞模式，並針對臺北縣土壤液化高潛勢區進行適當之防災措施，依照其現況與範圍，分別由規劃手法及工程手段討論。最後，將規劃策略與現況分析進行探討，並提出結論與建議。

The disaster prevention topic day by day receives the nowadays which takes, the various countries proposed positively the correlation strategy and the method by create the natural disaster in accordance to the environmental trend, the earthquake disaster which all previous years occur cause the serious casualties and the loss also urge engineering all the more to take the earthquake topic. The Taiwan area has the serious influence in view of 921 earthquakes regarding the main island, regardless of the personnel casualty with society passes through the loss, all is for a hundred years big impact. Liquefaction phenomenon occurs can not to be ignore. Although the general liquefaction disaster will not result in the personnel casualty, but often creates the building incline settlement, is unable to use, must consider the engineering technology method, for repair reinforcement the strong building. The plan aspect, it’s also needs to accept the population estimates includes the self-criticism, proposed the consummation fits out the strategy.
This research using the Taiwan earthquake loses estimates system analysis Taipei County and Sinjhuang City under the different earthquake condition the simulation achievement, and will estimate produces the model and present situation analysis discussion, carries on the disaster prevention space systems plan Next, proposed the soil liquefaction fits out the strategy the correlation analysis, including the data base establishment and the building destroys the pattern , and aims at the Taipei County soil liquefaction high potential the area to carry on the suitable disaster prevention measure, according to its present situation and scope, separately by plan technique and project method discussion. Finally, will plan the strategy and present situation analysis carries on the discussion, and propose the conclusion and the suggestion.
