非營利組織與國民小學協力合作之研究： 以中華民國樂樂棒球協會為例

摘要

在台灣，棒球是被稱為「國球」的ㄧ項運動，然而在社會快速變遷下，都市內的學校受限於場地的緣故，無法推行棒球的相關活動，致使台灣的學童對於棒球運動愈來愈陌生，嚴重影響棒球運動在台灣的發展。
中華民國樂樂棒球協會成立於2003年，其宗旨在於利用安全性高的球具及修改過的簡易棒球規則，並且結合社會各界人士的共同參與，在國民小學校園內推行樂趣化的棒球活動，以期重振棒球運動的參與風潮。
本研究以文獻分析、個案研究與深度訪談等質性研究途徑，分別訪談了中華民國樂樂棒球協會工作人員、教育行政人員、國小教練人員後，提出以下的研究建議：
一、對中華民國樂樂棒球協會的建議
(一)、賽會活動的舉行區域以區、鄉、鎮、市為主
(二)、與其他協會之間不同的規則應該統一
(三)、協會舉辦之比賽活動，應以同班學生組隊參加
(四)、為促進推廣效果，球具的購買應更為方便
二、對公部門及學校的建議
(一)、樂樂棒球應於師資培育機構推廣
(二)、編寫課程以及九年一貫能力指標
(三)、編列預算舉行區域性的比賽活動

In Taiwan, baseball was once a sport called “national ball game”, yet as a rapid change in Taiwan’s society, schools located in urban area have no longer developed baseball-related sporting activities because of space limitations, which may lead Taiwan’s children to be getting farther and farther away from baseball, and further bring a great impact and obstruction on the baseball development in Taiwan.

Baseball Association of R.O.C. was formed in 2003 with an objective to unite people from all circles of society to participate in and jointly develop entertaining baseball activity in primary school campus by making use of safe baseball equipment and the amended simplifying baseball rules in expectation of reopening the climate of playing baseball in Taiwan.

This study is to undertake an individual interview respectively with personnel of Happy Baseball Association of R.O.C., education-related administrative staffs and primary school coaches by adopting the qualitative research methods such as literature analysis, case study and in-depth interview, and then to propose the following suggestions:

I. Suggestions for Lo Lo Baseball Association of R.O.C.
1. To organize any regional game event by the division of district, village, town and city;
2. To uniform the rules between different associations;
3. Strongly recommending that the baseball games organized by the Association are only for classmate-based team; and
4. In order to have a better effect in popularizing baseball, to establish a convenient purchase channel and schools for baseball equipment is necessary.
II. Suggestions for Public Sector
1. To introduce Lo Lo Baseball in any teacher training organizations;
2. To compile the related curricula and formulate the 9-year consistent talent norm; and
3. To provide budget for supporting regional game event.
