摘要

本研究綜整資訊安全相關文獻，以「分析網絡程序法」（ANP）來探討目前「教育體系資訊安全管理規範」對國軍指揮參謀學院之適用性與重要性，其目的在分析未來指揮參謀學院導入「資源管理系統」（ISMS）之可行性及其關鍵因素。過程中，透過專家訪談方式，自「教育體系資訊安全管理規範」中，篩選適用於指揮參謀學院之「控制目標」與「控制措施」，並依訪談結果設計「分析網絡程序法（ANP）」問卷。最後，再遴選相關專家對此問卷實施填答，透過Super Decisions分析軟體解算整體措施之權重分配值，希望於未來國軍指揮參謀學院在導入資訊安全管理系統（ISMS）時，能提供有用之參考及建議。

Depending on Relevant literatures of comprehensive information security, the Analytic Network Process（ANP）has been selected in this research to analyze the adaptability and importance of “Education’s Information Security Management Specifications” in the Command and Staff College. The main purpose of this research is to investigate the feasibility and key elements of “Information Security Management System, ISMS” for future using into the Command and Staff College. The approach of this research will not only go through some interviews with National Defense University’s specialists for picking up useful control goals and measures for designing ANP questionnaires, but also select some representatives to fill those questionnaires. While those questionnaires have been filled out, this research will use “Super Decisions” software to analyze the standard weight and sequencing of that result in order to offer useful references and suggestions for Command and Staff College’s future ISMS.
