阿里山森林鐵路的保存與再利用：從文化景觀的角度

摘要

自1972年聯合國教科文組織（UNESCO）推動「世界文化和自然遺產保護公約」之後，開啟了全球性的文化和自然遺產保護運動。在1992年第16屆世界遺產委員會議中正式將文化景觀新增列入「特定類型資產登錄世界遺產名錄準則」其一類型。在國內，「文化資產保存法」也於2005年修正條文中將文化景觀列為一類。2002年，文建會首次依據「世界遺產公約」之保護類型，選出包含阿里山森林鐵路在內等12處臺灣世界遺產潛力點。在歷經九二一大地震與八八水災之後，阿里山森林鐵路受損的更加嚴重，若我們再不加以保護，共同思考阿里山森林鐵路的價值，或許有天我們會永遠失去一個如此重要的文化資產。
而過去台灣總是習慣以單一定點來看待古蹟，即使是目前指定的文化景觀類有許多也是脫離不了這樣的觀念，本研究將以文化景觀之觀念將阿里山森林鐵路沿線資產作全盤性的探討，充分了解阿里山森林鐵路之自然、文化與林業資源，再以現況阿里山森林鐵路的經營管理、沿線資產之保存與再利用進行分析。
透過本文可知阿里山森林鐵路具備有世界遺產之價值，以往國內總以交通工具的觀念經營，錯失其優勢，在現況的經營管理上也未能以突顯其普世價值作為經營理念。應整合其週遭自然、文化及林業資源，以及阿里山森林鐵路本身鐵道文化資產，以保存世界遺產之觀念，作為其永續經營目標。

UNESCO to promote the "Convention on the Conservation of the World Cultural and Natural Heritage" since 1972, opening up the global cultural and natural heritage protection movement. In 1992 the 16th World Heritage Committee meeting, the cultural landscape of New First type the following into the specific types of assets get World Heritage List Guidelines. In Taiwan, " the Cultural Heritage Preservation Law " in 2005 to amend the provisions in the cultural landscape as a class. In 2002, the Council for Cultural Affairs in accordance with the World Heritage Convention type of protection for the first time to elect 12 contains the Alishan Forest Railway, including Taiwan Potential World Heritage Sites. After the 921 earthquakes and 88 Flood, the Alishan Forest Railway and damaged even more serious if we can no longer be protected, to reflect together on the value of the Alishan Forest Railway, and perhaps one day we will lose an important cultural assets.
In the past, Taiwan always used to look at a specific viewpount to monuments, is currently designated cultural landscape class also can not escape from such a concept, this study will be the concept of cultural landscape along the Alishan Forest Railway assets for the holistic study a full understanding of the natural , cultural and forestry resources of the Alishan Forest Railway to Alishan Forest Railway to the current situation management, preservation of assets along the re-use for analysis.
Alishan Forest Railway with the value of World Heritage ,the total domestic transport concept of business in Taiwan ,than missed its advantages, also failed to highlight its universal value in the status of the operation and management as a business philosophy shows through in this article. Should integrate its surrounding natural, cultural and forestry resources, as well as the Alishan forest railway railway culture assets, in order to save the concept of World Heritage as part of its sustainable development goals.
