九二一集集大地震後原住民部落安置措施與住宅重建關係之研究

摘要

近年來因城鄉過度發展與環境敏感地之大規模開發，使都市、農村或原住民地區的環境脆弱度逐漸提昇。就以震災而言，所帶來的住宅毀損往往最為慘重，因此面對大規模住宅毀損如何安置災民成為一大重點。本研究擬以原地整建的原住民部落作為探討對象，釐清原地整建原住民安置措施與住宅重建的關係，以利本研究未來建立安置措施的選擇模型。
本研究以國內外相關文獻歸納出影響安置措施選擇的三種面向，分別為基本資料狀況、災前住宅狀況、與災後住屋狀況。本研究藉由訪談社區幹部與受災戶問卷調查，以瞭解原住民選擇安置措施之考量。並透過問卷分析結果，加以瞭解目前原住民部落住宅重建問題。
透過二元羅吉特建立出安置措施選擇模型，從模型結果發現影響原住民選擇臨時組合屋措施的要因有職業、家庭總月收入、災前住宅類型、災後住宅受損狀況、災後臨時暫住處所與房屋租金價格。最後，本研究提出選擇臨時組合屋措施之方程式，給予未來研究與政策參考。

Recently, the urban and rural areas which were over-developed had weakened the competence of disaster prevention in specific areas, such as aboriginal tribes. It was the reason which caused the environment- vulnerability. In the case of earthquake disaster causing the most housing damages, when large-scale housing damages appears, how to deal with the victims’ placement properly is very important. In this research, the relationship between the placement countermeasure and the housing reconstruction for aboriginal tribes was explored, the reason of which was to build the model of decision-making of placement countermeasure in the future.
　　Based on the review of past literatures, this study generalized the influence elements of placement countermeasure in the decision-making process, which were basic information condition, housing condition before disaster and housing condition after disaster. The research conducted the investigation to understand the aboriginal status by the interview with community’s leader and the casualty-questionnaire for placement countermeasure. From the results of data-process of questionnaire, the questions of housing reconstruction in aboriginal tribes’ were addressed and explained.
　　The decision-making model of placement countermeasure is processed by binominal logit analysis method. According to the results, the residents’ occupation, incomes, housing type before suffering from disaster, the degree of housing damage, rental payment of temporary house, and the type of temporary housing after disaster might influence the decision made by aborigine residents to choose the temporary housing countermeasure. Finally, the research tried to provide an mathematic equation in the decision-making model of temporary housing countermeasure, which gave the referential direction to advanced research and policy-making in the future.
