民間興辦社會住宅需求之個案分析─以台南市大林雙福園區為例

摘要


近來房價持續高漲,不僅一般人無法負擔,對弱勢族群更是困難。政府為了解決此嚴重現象,將社會住宅納入住宅法並於2011年通過。2013年由伊甸基金會在台南推出台灣首棟由民間團體興辦之社會住宅。本研究以大林雙福園區為例,利用深度訪談,針對大林雙福園區推動過程以及弱勢家庭對社會住宅的需求進行探討,本研究目的首先欲先探討民間團體推動社會住宅時,決策者、執行人員、承辦人員等在制度執行上之過程,並了解其現況。再者,探討弱勢家庭的居住需求以及對社會住宅的看法。最後,本研究歸納出民間興辦社會住宅與居住需求等課題,並提出討論與改善的建議,作為社會住宅政策上實施之參考。 研究結果顯示,政府獎勵民間興辦社會住宅政策的機制不完善、誘因不足,以及相關法令欠缺等問題,以致民間無興辦社會住宅之意願,甚至不願意登記為社會住宅,說明政府雖鼓勵民間興辦社會住宅,但並無完善機制,在跨部門合作上也缺乏經驗,使民間在興辦社會住宅時,遭遇許多問題與困難。另外,就需求來說,目前社會住宅的數量明顯不足,弱勢家庭因經濟、身體或者身分等各種因素之下,在居住選擇上因而有所限制。再者,弱勢家庭在住宅市場上,容易受到不平等的歧視或對待,就大林雙福園區案例顯示,目前大林雙福園區僅有36戶,受訪者均認為能夠承租到像這樣的社會住宅相當幸運,但仍有許多弱勢家庭還在等待承租中,因此認為政府應多獎勵給予民間部門,使民間部門更有意願興辦社會住宅,亦也顯示社會住宅在政策上確實有其必要性在。 未來政府獎勵民間興辦社會住宅,不再只是侷限於新建的方式,而是以租屋方式作為考量,透過與租屋市場結合的方式,除了可以使市場的空屋有效的降低以外,亦可解決社會住宅存量不足的問題,已達到弱勢家庭對於社會住宅的居住需求。因此,本研究的結果可以作為欲推動民間興辦社會住宅與社會住宅政策的參考。

In recent years, housing prices have increased steadily which have resulted not only general households cannot afford to buy their own homes but also socio-economic minority households face more severer housing problem. The Housing Act enacted in 2011 and has officially brought social housing as one of the important housing subsidy programs to the housing problem in the minority group. In addition to public built social housing, the government also provides incentives to promote private built social housing. In 2013, Eden Social Welfare Foundation launched the first private built social housing community in Tainan, which located in Dalin community, Tainan City. This study aims to discuss the process and the problem in promoting the first private built social housing community by interviewing the decision makers, managers, social workers, and tenants. The results can be reference to improver current social housing policy. It was found that a lack of incentives, improper mechanism and weak cross-sector cooperation can be seen as most problems in promoting social housing built and managing by private non-profit organizations. Private organizations would like to do simple maintenance and management work rather than built and managing work. Moreover, Socio-economic minority families in the rental market, vulnerable to discrimination or unequal treatment, in the Dalin study case, the current Dalin just can live thirty six, that the respondents were able to rent such as social housing quite lucky, but there are still many disadvantaged families are still waiting for the lease, so that the Government should give more incentives the private sector, so that the private sector more willing to build social housing, it has also shown its necessity is indeed the policy in. In the future, private built social housing, no longer just confined to the new way, but in a renting as a way to consider, through the combination of the rental market in addition to the vacancy of the market effectively reduce the outside, are to be resolved shortage of social housing stock has reached social housing for socio-economic minority families housing needs. Therefore, the results of this study can be used as a reference to promote private built social housing and social housing policy.
