摘要 近年來,由於二氧化碳排放量急遽增加,導致全球暖化危機。有鑑於此,各國紛紛提倡生產效率、生態保育與生活品質三生一體的永續性發展,就生產效率而言,土地為傳統生產要素之一,為稀缺性資源,不當的耗用將造成土地生產效率之低落,亦不符永續發展之原則,如何透過有效地調度與配置,使土地資源能夠集約且有效率地被使用,乃為產業用地規劃與發展之重要課題,此外,近年來探討效率之相關研究,大多以資本、人力等為主要投入變數,並未納入土地變數,亦無研究針對土地要素估算其利用效率,尤其是針對具備產業群聚效果之廠商。 本研究根據產業群聚概念,以生產過程具完整垂直分工體系,地理上呈現聚集型態的光電廠商為研究樣本,運用資料包絡分析與統計分析方法,探討產業群聚與廠商技術效率之關聯性,並進一步檢視廠商規模、上中下游廠商、土地為租賃或購買等特性,對於土地利用效率是否具顯著影響。 研究結果發現產業群聚與廠商技術效率表現並無顯著之統計關聯性,惟產業群聚、土地為租賃或自有方式,與土地利用效率則存在顯著統計關聯性。
Abstract In recent years, a drastic increase in carbon dioxide emissions is leading to a global warming crisis. As a result of this, a great number of countries are promoting sustainable developments like production efficiency, ecological conservation and living quality. So far as production efficiency is concerned, land is a traditional production element and a scarce resource. Improper use of it will result in a decrease in production efficiency, which does not conform to principles of sustainable development. How then to make land resource intensified and utilized efficiently has become a critical issue in industrial land utilization planning and development. Moreover, most recent research related to discussions of efficiency have included capital and manpower but not land as main input variables, not to mention evaluating land’s use efficiency, in particular for companies with industrial clustering effects. This study was based on an industrial clustering concept and made some photo-electric companies - which feature a complete vertical division of labor system in production process and a clustering pattern geographically - its research samples. Using data envelope analysis and statistic analysis, it attempted to discuss relevance between industrial clustering and corporate technical efficiency. In addition, it reviewed whether characteristics like company size, company’s position in the vertical system (upper, middle or lower) and land (rented or purchased) have any significant effect on land use efficiency. The result found no stastical relevance between industrial clustering and company’s technical efficiency. But with industrial clustering and land (rented or self-owned), significant statistic relevance was found with land use efficiency.
