應用綠建築評估指標於建成社區永續環境發展評估之研究 -以台南縣觀雲社區、多摩市為例

摘要


摘 要 一般社區環境著重室內空間、外觀的規劃設計,對於社區生態環境鮮少重視。在地球生態、氣候遭受重大變遷之際,希望探討建成社區生態環境及綠建築實施現況,以實際調查、比較分析方式進行研究,以說明目前建成社區內的生態環境。綠建築評估計有九大指標,本文以「生物多樣性指標」、「綠化量指標」、「基地保水指標」、「水資源指標」、「污水垃圾改善指標」等五項指標,進行都會型社區-台南縣永康市觀雲社區及郊區型社區-台南縣佳里鎮多摩市社區,在不同區位、空間、時間,所得到差異性及不同的結果分析。 經社區環境分析模式建立及實際社區調查結果,觀雲社區因為興建年代較早,規劃方向只希望能得到最大使用空間,大面積開挖地下室,將地表生態全部破壞,結果在綠建築評估指標各項評比,全部無法得到合格得分,僅垃圾改善評估為合格;反觀多摩市社區,興建比較晚期,導入生態設計手法,保留大量綠地空間,地下室僅部分開挖,地表生態得以保留,同時使用環保科技,解決人類製作的汙染物,在綠建築評估指標中,生物多樣性評估指標、綠化量評估指標、污水垃圾改善評估指標得到合格,基地保水評估指標及水資源評估指標有待努力外,對建成社區生態環境而言,得到相當大的示範作用。 本研究發現,減少地下室開挖、保留綠地面積、使用環保科技技術及喚醒社區居民對於社區環境的關注,是建立生態環境的首要條件。除社區居民之外,政府在綠建築及生態環境的重視,才是根本解決之道。其不外在法令層面的規範、技術層面的提升及改善措施的獎勵,都有立竿見影的效果。政府與民間的通力合作,會在本世紀改善地球生態浩劫中,扮演關鍵性的角色。

ABSTRACT General community environment focus on the planning and design of indoor space and outward appearance. It takes less attention on the community ecological environment. While the earth ecology and the climate suffer a significant change. Hoped that the discussion on the ecological enviroment of built community and the present situation of green building implementation. Through actual investigation and the comparative analysis to proceed the research to explain present ecological environment of built community.Green building indicators have nine indicators. This article throught “Biodiversity Indicator”, “Greenery Indicator”, “Soil Water Content Indicator ”, “Water Resource Indicator”, “Sewage and Garbage Improvement Indicator” for five indicators. Proceed the urban community - KuanYun community in Tainan County Yongkang city and the suburb community - Domo city community in Tainan County Jali town. To obtained the difference and analysis result in different location, space and time.After the build up of the pattern of community environment analysis and the result of actual community investigation. Because of early construction age of KuanYun community. The direction of planning only for that to obtain the biggest use space. The excavate of the big area basement completely destroys the ecology of the ground. Result in no qualified score in all Green Building Indicators rating, except Garbage Improvement Indicator reached qualified score.In comparison of Domo community. Construction in later age, inducted the ecology design technique. The ground ecology can be reserve because of the basement has only a partly excavate. Simultaneously uses the environmental protection technology to solve pollutant which human manufactures. In Green Building Indicators, Biodiversity Indicator, Greenery Indicator and Sewage and Garbage Improvement Indicator get a qualified score. Except the Soil Water Content Indicator and Water Resource Indicator need more efforts. Speaking of built community ecological environment, obtains a quite big exemplary effect. This research discovery that the first condition of establishes the ecological environment is reduces the basement to excavate, the reserve of green space area, the use of environmental protection technology and awakens of the regards of community residents about the attention of community environment. Besides the community residents, the way of solution is the government attention on the green building and ecological environment. The standard of external law stratification, the promotion of technical stratification and the improvement of reward measure has the immediately effect. The fully cooperation between government and people will play a critical role to improve earth ecology catastrophe in this century,
