由生技高階人才養成歷程看台灣「生技之夢」:以RAISE計畫為例

Investigating Dreams of Bio-technology in Taiwan through the Training Process of BioTech’s Ph.D., a Case Study of the “RAISE Project”

摘要


本論文以台灣生技產業2002年–2019年的發展歷程為時空背景,透過於2018年 - 2019年參與科技部「重點產業高階人才培訓與就業計畫」(即「RAISE計畫」)的生命科學領域博士、求學與就業歷程的探討,以及生技廠商、RAISE計畫培育與執行單位的訪談,探討國家、產業與生技領域高階人才的「生技之夢」。 本研究最初的提問是:「生技業發展不理想」,是對台灣生技業發展軌跡與現況的正確詮釋嗎?如果發展不理想,為何持續還有這麼多生技業發展相關的資源投入?在文獻回顧方面,「發展型國家」的模式,對照台灣生技業發展歷程,似乎是一個不成功的嘗試;而Joseph Wong 在Betting on Biotech所談到的生技產業發展過程諸多的不確定性,在本論文研究過程中找到了許多支持的例證。 台灣生技領域高階人才的技能形成過程,幾乎都是在國家資源輔助的狀況下完成,但是也形成了「學用差距」的問題;次級資料分析中,則明顯展現出台灣生技業資源不足,與獲利廠商技術層次不高的尷尬處境。RAISE計畫相當程度彌補了「學用差距」,然而台灣生技業的發展基礎與未來機會,仍然持續面對生技產業不確定性、技術追趕與資源不足的問題。 國家政策成就與經濟發展的目標,是台灣生技之夢形成與發展的幕後推手;生技博士對於產業現況都相當了解,在面對生命科學領域辛苦的求學與就業歷程後,大多數博士對於自己的選擇,在訪談中也再次的確認自己的興趣或生涯方向。在本論文的研究過程中,我們看到了國家、市場、社會的力量相互角力,以及各個不同行動者的「生技之夢」;國家投資人力資源與科技創新,視為驅動國家競爭力的關鍵,在面對市場激烈競爭的壓力時,協助高階人才充分就業與保護科技資源在國內發展的機制也進行運作,尋求國家、產業、個人「生技之夢」成功的機會。

This research, based on the growing path of Taiwan’s biotechnology industry from 2002 to 2019, investigates the skill training and job employment process of Taiwan’s biotech Ph.D. through the RAISE (Re-build After PHD’s Industrial Skill and Expertise) project of the Ministry of Science and Technology. Moreover, it also examines “Dreams on Bio-technology” of the state, industry companies, and senior talents by interviewing the members of the RAISE project in Taiwan. The question I ask in this research is: is the development of the biotechnology industry in Taiwan is unsuccessful? If the answer is yes, why do actors have been investing in this industry in the past thirty years? In comparison with the model of developmental state, Betting on Biotech (2011) written by Joseph Wong is a better one in describing and understanding the development of Taiwan’s biotechnology industry. Although the state invested a lot of resources in the training process of the senior talents in the biotechnology industry, it caused the problem of education-job mismatch in Taiwan’s higher education. The data I collected also shows that the biotechnology industry in Taiwan has difficulties in getting financial resources and the technical level of the companies in the industry is not high. The RAISE project attempted to shorten education-job mismatch. However, the biotechnology industry in Taiwan still suffers from the uncertainties, as well as the issues of technology-chasing and insufficient resources. National policy achievements and economic development goals are behind the formation and development of Taiwan’s “Dreams on Bio-technology”. After the hard study and long job-search process, most of the Ph.D. I interviewed reconfirm their interests and career direction in biotechnology industry. In this research, we see the “Dreams on Bio-technology” of various actors. We also see the process of negotiation among the state, market and society. The state has been investing in human capital and technology innovation, which are regarded as the keys of national competitiveness. In the meantime, the state would protect the biotechnology industry and senior talents from the competitive pressure of international market. This will provide Taiwan with an opportunity to achieve “Dreams on Bio-technology” among the state, the industry and individuals.
