摘要


輕鋼架金屬建材作為近代室內裝修的主流材料,從大型公共建設到私人民宅、公司廠辦皆可見其應用,但國內對於台灣輕鋼架產業如何發展的研究卻非常稀少。因此本研究以探討台灣中小企業製造業為核心關懷出發,透過田野訪談關鍵的技術行動者與廠商、報章媒體與歷史文件考察以及政府歷年的統計資料分析,從相關技術與產品何時引進、本地製造商與行動者如何掌握自主生產能力到近代的產業概況,試圖描繪出台灣輕鋼架產業從1980年代到2000年代的發展圖像,並以田野訪談的經驗分析產業發展過程中部分廠商與行動者技術學習的途徑與能力的建立。   本研究發現台灣輕鋼架產業的發展起源於1980年代,當時國內工程公司引進輕鋼架相關的金屬建材因應大型公共工程需求,這類新的建材與技術打開了新的商機,同時也讓台灣本地從事工具機製造或使用滾輪成型機生產的業者得以接觸到「成品」後各憑本事地嘗試投入輕鋼架的生產製造,憑藉著「機械底子」的知識應用與生產現場的經驗累積,不到十年的時間便能夠自主生產供應國內市場需求;1990年代是輕鋼架產業的發展蓬勃期,這段時期以如何改良生產設備從手動到全自動化作為重要的產業命題,其中不同廠商間的技術學習有著各式各樣的途徑與策略考量,中小企業間專業化分工的協力網絡也在這個時期發揮作用;作為新建材技術,輕鋼架產業在1990年代至2000年代在產品面上,面對的挑戰包含國內材料標準與建築法規的制度性缺陷以及市場的低價競爭,品質作為基本要件,施工時「好不好用」的「市場認定」仍是廠商回應挑戰的關鍵,因此在考察的最後,本研究提出幾個經驗案例試圖說明「技術回到社會」對於產業發展的重要性。

As the major material for modern interior decoration, light steel framing metal building materials can be used in large-scale public constructions, small-scale office and company factories. However, there was little literature on Taiwan's metal building material industry. Through field interviews with technical actors and manufacturers, historical documents and newspaper, and the government’s statistical data, this study tries to depict the development of Taiwan’s metal building material industry from the 1980s to the 2000s, and analyzes how some manufacturers and actors are capable of learning skills and technologies in the process of the industrial development.   This study shows that the development of Taiwan’s metal building material industry started in the 1980s. At that time, local engineering companies introduced foreign light steel framing-related metal building materials to meet the domestic market. This new material not only opened up new business opportunities, but also allowed local companies in machine tool industry to begin to produce this metal building material. Within ten years, these companies with skilled workers in the machine tool industry were able to produce light steel frame for the domestic market. In 1990s, the metal building material industry focused on how to improve the production equipment from manual to fully automated. For these companies, they had various approaches of skill and technological learning. The decentralized network of SMEs also played an important role in this period. Since the mid-1990s, the metal building material industry encountered some challenges, including the institutional defects of domestic material standards and building regulations, and low-price competition in the market. The manufacturers had to take “market recognition” and “use friendly on the construction site” into consideration. Finally, this study presents some cases to illustrate the importance of “bringing technology back to society” for industrial development.
