本研究是藉由我國核能發展歷史脈動,以及台灣整體政治、經濟、社會、文化、地理、氣候、資源、法制、兩岸與國際關係、科技、再生能源發展等結構面向之宏觀分析與檢視,釐清當前台灣核能發展所面臨之問題癥結;進而應用由外向內之波特五力分析模式進行分析,說明我國核能產業狀況;同時依據哈梅爾由內而外之策略模式,闡述我國核能產業之核心競爭力。復將彙整歸納前揭我國整體結構面向之分析結果,檢視列出目前台灣核能發展之優勢及缺點,以及列出國內外政經環境變動因素之機會及威脅,以進行我國核能產業本身資源條件與環境因素之態勢策略分析;同時說明我國核能產業之競爭優勢(SCAs)或關鍵成功要素(KSFs)。其後,參酌國際重要國家核能政策的現況與趨勢之比較分析結果;進而彙整出結論,同時擬定提出適宜我國整體政經社會之核能發展策略建議,旨在消弭目前核能發展之劣勢與威脅。最終,擬訂八個行動方案,以做為因應台灣核能未來三個可能發展途徑所需之策略組合建議,同時提出核四「前置折衷策略」之特別建議,以及其他能源策略之補充建議,以供有司參考與後續研究。
By macroscopically analyzing and observing the Taiwanese nuclear energy development history and overall structure, this paper will clarify the crux of issue that the Taiwanese nuclear facing, further analyze with Outside-In of Michael Porter's Five Competition Force Model to illustrate Taiwanese nuclear energy industry, and interpret the core competence of the industry by Hamel's Inside-Out Model. Furthermore, generalizing aforestated the analyze results of Taiwanese overall structure, we not only list the advantage and disadvantage of Taiwanese nuclear energy development, but particularize the chance and menace of domestic and international political and economic environment variables to analyze the strategy for the conditioners and environment factors of Taiwanese nuclear energy industry, moreover, illustrating Taiwanese sustainable competitive advantages (SCAs) or key success factors (KSFs). Then, considering the comparing and analyzing results of the current situation and the tendency of internationally important countries’ nuclear policy, this paper will make a conclude, and further draft resolutions of nuclear development suiting to the Taiwanese political and economic society, with the purpose of eliminating the current inferiority and menace of nuclear development. Finally, we will draft eight proposals as the portfolio recommendations for three possible development approaches of Taiwanese nuclear energy in the future, and then propose a particular recommendation, the “ pre-compromise strategy ” for Lungmen nuclear power plant(Nuke 4), and other energy strategies as supplementary, providing a reference for future researches.
