921集集地震發生後,喚起了人們對地震災害的重視,而如何決定建築物耐震能力成了非常重要的課題。在國內,內政部建研所公佈了兩套耐震評估法,分別為88年公佈的「鋼筋混凝土建築物耐震能力評估法及推廣」【3】及85年公佈的「既有鋼筋混凝土建築物耐震能力評估手冊」【4】,目前以88年文獻3其理論架構較為完善,所以較為大家所接受。而最近世界興起了一種性能式耐震評估,它是一種以非線性靜力分析的方式,去分析結構物在不同地震水準之下的性能表現,有別以往以設計地震力的方式,性能式耐震評估能真實反應出實際結構物的能力,著名的有美國ATC-40、FEMA273,本文即以ATC-40性能評估法來針對四個案例做分析,並引入時間歷時分析加以驗證,此外也使用國內兩套耐震評估法來做評估,藉此比較三者的異同。
After the Chi-Chi Earthquake occurred, people in Taiwan are awaked to pay attention to the earthquake. It becomes a very important topic how to decide seismic capacity of buildings. In Taiwan, the 1996 and the 1999 editions of “Seismic Capacity Assessment for RC Buildings” were respectively issued by Architecture & Building Research Institute, Minster of Interior. Until now the concept of the 1999 edition is reasonable, so structural engineers can easily accept it. Recently performance-based seismic design and assessment are developed in the world. It is a method of containing non-linear static analysis to analyze performance of the building in different levels of the earthquakes instead of the force of design-earthquake in the past. It can really reflect the actual performance of the buildings. It is worthy of note that ATC-40 and FEMA 273 are widely adopted in USA. In this thesis, we analyze the four cases based performance-based assessment of ATC-40 and, meanwhile time-history analysis is conducted. In addition, we also adopt two methods of “Seismic Capacity Assessment for RC Buildings” of Taiwan in assessing to compare differences between these methods..
