台灣企業實施TPM的適合性研究

摘要


經營環境越來越競爭,企業時時刻刻都在思考如何透過不同的策略與競爭者有所差異,而在世界級的三大製造技術—TQM(Total Quality Management)、TPM(Total Productive Maintenance)與LP(Lean Production)在企業中扮演著不同的角色與功能,其中,TPM藉由從基層至最高經營者全面參與,並以設備保養為中心來展開,具有一定程度的效益,也在全世界各企業中逐漸普及。 然而,在各文獻及相關書籍中,討論如何實踐TPM的方法論非常多,但是,對於在不同國家、不同文化背景下如何實施或適不適合實施的資料,則不易發現。 本研究除以個案研究方式,瞭解TPM在企業中的實際推動方式及心得,並藉由問卷調查探討環境因素、組織因素及管理因素三個層面,對於TPM的執行是否有影響,從而瞭解TPM是否適合在台灣本地企業及各產業實施,以及實施時應該強化哪些重點。 在本研究中,除第一章的背景說明外,在第二章,對於TPM相關文獻進行探討,在第三章說明實證研究的方法,第四章則描述在台灣實踐TPM的一個實際個案,然後在第五章,呈現實證研究的分析內容,最後在第六章做研究的結論與建議。 本研究結論顯示,TPM在不同國家、不同產業間,其執行水準並無顯著差異,而在管理因素方面,例如JIT(Just in time)、TQM(Total Quality Management)或EI(Employee Involvement)則對於TPM的執行水準有顯著性影響,因此,對台灣企業而言,討論管理因素對於TPM的實踐水準影響似乎比環境、組織因素要來得重要些。

Abstract The environment of operating businesses is more competitive than before and enterprises devote themselves to implementing all kinds of strategies to make them different from their competitions. There are three world class manufacturing techniques – Total Quality Management (TQM), Total Productive Maintenance (TPM) and Lean Production (LP) – each of them plays different roles and functions in enterprises. For example, TPM addresses equipment maintenance through a comprehensive productive-maintenance delivery system covering the entire life of the equipment and involving all employees from production and maintenance personnel to top management and popularizes gradually in enterprises around the world. Although there are lots of methodologies in literatures and books discussing how to implement TPM, it is very difficult to find documents describing whether it is suitable or how to implement in different countries and cultures. This paper applies not only the case study method to figure out the way how TPM implements in enterprises but also the questionnaire method to probe into if the environment factor, organization factor and management factor affect the execution of TPM and then find out if it is suitable for the industries and local companies in Taiwan or where needs to be emphasized when implementing TPM. The paper is organized as follows. In Chapter 2, we review the literature that has focused on TPM. In Chapter 3, we discuss our measurement approach. In Chapter 4, we describe the case of TPM implement in Taiwan. Then we present our analysis in Section 5. In Section 6, we discuss the results and present the conclusions from our analysis and suggest areas for future research. In this paper we find that specific contextual variables explain a significant portion of the variance in the level of TPM implementation. Our results indicate that is no difference between different countries and industries, but it has obvious influences to the management factor such as JIT, TQM or EI (Employee Involvement). We may discuss managerial issues more than important environmental and organizational issue when developing or improving maintenance systems in Taiwan.
