人造衛星重要模組可靠度評估研究 -以電力、通訊次系統之零組件預估

摘要


可靠度一直以來是太空產業品質保證重視的工作項目之一,以確保太空產品在設計之初期設計、關鍵設計以及最後產品使用上得到顧客之滿意,均非常重要過程,品質保證部門必須將可靠度視為重要工作。這些年來國內開始發展人造衛星產業,漸漸地可靠度也逐漸受到工業界重視,尤其是電子工業特別明顯,若在產品於設計初期便對未來可能遭遇的問題進行分析、預估產品應有使用年限及後續產品保證與保險等等,對於設計產品較能符合各階段工程的要求,減少後期工程設計變更的次數,確保產品性能符合顧客需求,藉此增加產品之獲利與品質保證。 本研究分為三階段探討上述問題。首先是探討有關可靠度之基本概念與理論應用,其次探討美軍手冊MIL-HDBK-217F可靠度預估標準應用,最後探討有關人造衛星失效保險議題。本研究案例以人造衛星之電力次系統及通訊次系統二大次系統為重要之模組,並以機率統計及美軍手冊MIL-HDBK-217F標準之可靠度預估方法,計算出衛星電力次系統及通訊次系統之可靠度,並詳述其實施步驟。並將計算得到之可靠度數據建立衛星保險。 本研究結論建立了人造衛星可靠度預估模式及人造衛星保險費率初估方法,對於未來新產品之開發或提升產品研發之能力均有所助益提供產業界應用。

Reliability engineering, the major task of product assurance in space industry, is to achieve the customer’s satisfactory on product. Product assurance division also needs to treat reliability as an important job. Due to the experience of several aerospace programs, such as Indigenous Defensive Fighter and FORMOSATs in Taiwan, reliability engineering has been paid much more attention these years, especially in electrical engineering field. Reliability engineering shall be driven in starting from product design phase to perform the potential failure analysis, product life prediction, and thus not only to assure the quality level but also to met quality requirements, to minimize the engineering change frequencies and finally to increase the benefit. The research is performed thru three phases. First, the concept and theory of reliability engineering would be introduced. Then, the reliability prediction standard MIL-HDBK-217 would be probed into by several cases studies. The satellite failure insurance would be finally proposed as an example of the benefit of reliability engineering. The Electrical Power Subsystem (EPS) and Telemetry Tracking and Commands (TT&C) would be taken as two examples to perform the reliability prediction by MIL-HDBK-217. The prediction result is then used as the basis of the satellite insurance rate calculation. The conclusion of this thesis is to validate the method of satellite insurance rate prediction from reliability prediction, and the quality level of product could be certainly improved thru reliability engineering.
