摘要 面對全球產業環境變遷與激烈的競爭,科技與創新能量的良窳,儼然成為國家競爭力的致勝關鍵,而產業技術更是推動我國經濟持續成長的原動力之一。1994年配合國防部成立軍民通用科技發展基金,中科院開始推動軍民通用科技發展計畫,其使命係將國防科技研發成果推廣運用至民間產業界,對我國的科技產業發展與整體經濟競爭力的提昇有著顯著的貢獻。本研究以當前普遍應用於評估非營利組織之相對效率的資料包絡分析法對中山科學研究院軍民通用科技發展基金之營運績效作評估,並分成CCR及BCC兩種模式,其投入項包括人數、資產、業務成本,而產出項為業務收入。本研究對象共計10單位,但為了解各年度之效率,故將2005-2007的資料一同評估,總計共有30個評估單位。評估結果顯示,30個受評單位中,有2個單位(7%)屬強勢效率單位,27個單位(90%)屬於邊緣非效率單位,顯示整體營運績效大致良好,僅有1個單位(3%)屬明顯非效率單位,仍有需要改進的地方。本研究建議持續貫徹開源節流及人力精簡,強化計畫管理與物料精實,以提高營運績效。
Abstract With the change of the global industry environment and keen competition, the capacity of technology and innovation has become the key to a national’s competitive power. Industrial technology is also one of the sources that makes our economy grows graduall since the set-up of Dual-Use Technology Development Fund by Ministry of National Defense in 1994. The Chung-Shan Institute of Science and Technology has started to promote dual-use technologies aimed to implement the nurture of defense related technologies in the civil sectors and to prosper the national economy. DEA (Data Envelopment Analysis) model is widely used to evaluate non-profit organizations’s performance. We investigate the operational performance assessment of the dual-use technology development funds using DEA. The CCR and BCC models are also adopted in this study. The inputs include the number of people, assets and operational costs. The output is the operational income. There are 10 research targets in this paper. In order to understand the efficiency of each year, there are a total of 30 decision making units (DMUs) for assessment from 2005 to 2007. Among the 30 DMUs, there are two units belong to the strong efficiency units; twenty-seven units belong to the edge of non-efficient units, which shows the operational performance is generally good; only one unit belongs to the clearly non-efficient units, and there is something to improve. This paper suggests that the Institue should tap new resources, reduce expenses, retrench workers, enhance plan management, and refine materials to improve operational performance.
