本研究旨在探討臺灣地區高等技職院校之經營效率與教育部補助款之關聯性,首先,應用二階段資料包絡分析法(Two-stage data envelopment analysis),衡量各院校之相對效率,其次分別檢定不同權屬別及學制別學校經營效率之差異,最後探討學校經營效率與教育部獎補助款及教學卓越計畫之關聯性。 實證分析結果彙整如下: (1)私立學校產能建置效率優於公立學校;公立學校教育效能效率優於私立學校;公立學校綜合效率優於私立學校。(2)技術學院產能建置效率優於科技大學;科技大學教育效能效率優於技術學院;科技大學綜合效率優於技術學院。(3)產能建置效率越低,獲補助款的金額越高;私立科技大學獲得教育部補助款金額高於私立技術學院。(4)產能建置效率越低,獲績效型獎助款的金額越高;綜合效率越高,獲績效型獎助款的金額越高;私立科技大學獲得教育部績效型獎助款金額高於私立技術學院。(5)教育效能效率越高,獲教學卓越計畫之機率較大;科技大學獲教學卓越計畫之機率較技術學院高。
ABSTRACT This study aims at exploring the association between the operation efficiency of vocational education institutes in Taiwan and the subsidies from the Ministry of Education. We first employed two-stage data envelopment analysis to measure the relative efficiency of the vocational education institutes, trying to discern the differentials in the efficiency of schools of different ownership and educational systems. And then we proceeded to explore the association between the operation efficiency of vocational education institutes in Taiwan and the their receiving subsidies from the Ministry of Education. Our empirical analysis shows: (1)With regard to capacity building efficiency, private schools are better than the public ones; with regard to education efficiency, public schools are better than private ones; with regard to synergistic efficiency, public schools are better than private ones. (2)With regard to capacity-building efficiency, vocational education institutes are better than technology universities; with regard to education efficiency, technology universities are better than vocational education institutes; with regard to synergistic efficiency, technology universities are better than vocational education institutes. (3)The lower the capacity-building efficiency one has, the more the subsidies one will receives; therefore, private technology university receives fewer subsidies than vocational education institutes. (4)The lower the capacity-building efficiency one has, the more performance-based subsidy one will receive; the higher the synergistic efficiency one has, the more performance-based subsidy one will receive; therefore the performance-based subsidiary received by private technology university is higher than private vocational education institutes. (5)The higher the education efficiency one has, the more likely one will receive grant for teaching excellent program; therefore, private technology university is more likely to receive grant for teaching excellent program than private vocational education institutes.
