變更管理制度之安全管理研究

摘要


生產廠房透過管理系統運作可讓安全衛生控制在穩定的狀態,但隨市場供需變化、產業特性與競業競爭的機會,勢必配合要提高產能、改善品質水準、增加設備可用性或降低操作成本的變化,此類非既有運作產生的變更行為,讓作業現場生產發生偏離原有的管控與既有的預防措施,必須經由適當的危害鑑別程序與確認,避免產生意外事件的衝擊性。  本研究主要目的在於探討個案公司與各業界公司在安全變更管理制度上,實務推動與運作過程作業問題點討論,藉由個案公司與業界公司的問卷回饋統計分析,提出相關建議措施。調查方式以問卷方式進行,調查對象為通過安全衛生管理系統之廠公司為主,共進行110家施測,有效回收率為70.9%,利用統計軟體SPSS 12.0版進行統計分析,分析各業界公司對於變更管理制度推動的執行方式,再與個案公司的規劃與執行問卷回饋進行差異性比較討論。 本研究結果發現在變更管理範圍定義部分,78家受測公司的問卷數據顯示對於組織與人員變更、變更範圍定義與各單位了解變更管理範圍其平均數呈現偏低的狀態;78家受測公司與個案公司均對於變更管理制度採取以E化作業方式,比書面作業方式便於管控與追蹤統計;變更管理制度執行過程中,危害鑑別審查作業時曾有發現鑑別等級有偏低的案例現象;礙於生產壓力下,均反應出曾經因生產考量,未經審查先行啟用變更作業,事後再以補單方式進行;個案公司對於變更管理有規劃採以內部稽查方式進行執行成效度確認,78家受測公司對此項目較無規劃具體必要稽核作業;認為變更管理可有效控制公司潛在變更風險,但曾經因未落實變更管理制度而產生意外事故案例。建議事項包含:1.界定出最重要的或危害風險最大的變更項目優先管理; 2.風險評估手法與鑑別程序應適用在企業的產業特性; 3.對於作業員工與承攬人應有適當的告知或教育訓練; 4透過稽核作業過程來檢視變更管理執行績效值;5.安全衛生的推動除需最高管理階層行動支持外,另須讓生產主管瞭解與支持變更管理制度。

Factories can keep safety and hygiene in stable status through the management system, however, they will have to increase capacity, improve quality, facility and reduce operation cost depend on the marketing, industrial property and competition situation. The kind of abnormal operation will cause production to deviate the original control and preventive measures. To avoid attacking by accident event, it will be needed to have appropriate procedure to distinguish and confirm the damage. This research focus on the Management of Change (MOC) system of object companies, to discuss actuality problems on performed procedures. Provide relate suggestions through the statistics analysis upon questionnaires. The object companies were certificated with safety and hygiene management system, totally implement in 110 companies, effective return rate is 70.9%, to use statistics analysis via SPSS 12.0. To analysis the performing process of industrial company on MOC system, then discuss and analysis the difference of questionnaires by each object company. In the portion of change management scope, the results indicate that the average is lower on organization change, scope change and realize the change of the management scope in the questionnaires of 78 companies. All the 78 companies believe systematize the MOC will be better than manually.In the process of implement MOC, some of the case which risk assessment level is lower than others. All the object companies had ever turn on the MOC before getting approval due to production issue.The object company have plan on internal inspection to detect the results, but the 78 tested companies do not have specific inspection process. All they agreed the MOC can control the potential damage more effectively, and all they had accidents because of not implement the MOC. Suggestions: 1.Identify most important or most dangerous items to be top priority, 2.The evaluation of risk and the identification process should be appropriated depend on the property in different industry. 3.Should have appropriate announcement and training for operators and contractors. 4.Through the inspection process to tracking the efforts of MOC. 5.MOC need to get support form top managers, and to have realize and support form operation managers.
