影響台灣電梯產業生產外包績效之關鍵成功因素探討

A Study of Key Success Factors in the Performance of Production Outsourcing in Taiwan's Elevator Industry

摘要


近年來,各大電梯廠為提升企業競爭力,莫不在生產成本上調整資源的分配,除了降低產品的進口比例外,也同樣降低自製生產的比例,並將調整出的產能外包予專業之供應商以維持一定的獲利能力。然而,專案外包的採購作業時常不如預期,品質不佳與時程延遲,經常是企業外包採購時的最大隱憂。什麼是影響外包策略的關鍵成功因素?以及如何掌握和運用這些關鍵成功因素,將是影響外包策略能否成功以及透過成功的外包策略運用以提升企業經營績效的重大課題。分析層級程序法(AHP)屬於多評準則決策方法(MCDM)中之多準則評估法(MCE)。本研究係以分析層級程序法,建立影響生產外包績效之層級架構,並求出各評估準則之權重。 本研究主要結論有以下幾點: 一、影響台灣電梯產業生產外包績效之關鍵成功因素探 討之研究,經彙整相關文獻資將其層級區分為「策 略方針」、「外包商選擇」、「長期外包關係」三 大構面。 二、經層級分析法的權重分析顯示,影響台灣電梯產業 生產外包績效的最主要關鍵因素為「外包商選 擇」,其次為「長期外包關係」,至於「策略方 針」方面,因策略較易隨市場環境之變化與自身產 能之調節而作修訂調整,故對整體外包績效之影響度 反倒較為其次。 三、整體性關鍵成功因素權重分析結果: 在完成所有衡量準則的層級權重分析後,計算各項 關鍵成功因素在整個評量模式中的權重比值,並產 生總權重比值,其中前五項權重優先順序,分別為: 「分攤雙方風險」、「對優良績效的激勵」、「利潤 共享」、、「設定切合實際的目標與績效標準」、 「高頻次雙向溝通」。

In recent years, the way for all the well-known elevator suppliers to enhance the competition power is to adjust the source shares of production cost only. It is to deduct the share of import production and self-manufacture production and djust the balance share to professional outsourcing production for securing the profit. However, the procurement proceeding for outsourcing production is far beyond the expectation often. Quality defect and delivery delay are the outstanding issues for production outsourcing usually. What are the key success factors of production outsourcing strategy? How to handle and make use of these key success factors will be the main point to succeed the outsourcing strategy and raise the business performance accordingly.Analytic Hierarchy Process (AHP) belongs to Multiple Criteria Evaluation (MCE) of Multiple Criteria Decision Making (MCDM). This research is based on using AHP to build the hierarchy structures of production outsourcing and to get the weighting of each measure standard. Please find the main conclusion of this research below.. 1.After the research of key success factors in the performance of production outsourcing in Taiwan's Elevator Industry, the relevant articles and information can be divided into three main hierarchy structures: 「Stratagy principle」、「Vendor selection」、「Long-term outsourcing relationship」. 2.While analyzed by Analytic Hierarchy Process, the weighing analysis shows that key success factors in the performance of production outsourcing shall be「Vendor selection」 first and「Long-term outsourcing relationship」 second. As for「Stratagy principle」, it will be minor due to it is adjusted by the change of market environmenet and self-manufacturing capability generally. 3.Overall weighing analysis result of key success factors: While completing the Analytic Hierarchy Process for all the measure standards, calculating the weighing value of each key success factor in overall measure modeand resulting in the total weighing value. The important weighings of top five shall be 「Share the risk of both parties」、 「Inspiration to good performance」、 「Share the profits」、「Set achievable target and performance standard」、「Frequent two-way communications」in sequence.
