環境管理規範整合模式之研究

摘要


現今環保意識的抬頭,全球環境議題對各國產業造成不小的衝擊,任何消費性產品都必須要符合環保法規,如:電機電子設備限用有害物質指令(Restriction of Hazardous Substance;RoHS)、廢電機電子設備指令(Waste Electrical & Electronic Equipment;WEEE)、耗能產品環保設計指令(Eco-design Energy-using Product;EuP)還有ISO 14001,企業才能永續生存下去。而以電機、電子產品為輸出主軸的台灣,國內電子產品勢必要符合國際環保性要求(低污染、可回收、省能源)及提升產品綠色設計的技術,來提昇我國電子產品之國際綠色競爭力。 本研究是利用文獻分析、專家訪談與系統整合之研究技術以建立一套完整的綠色產品規範分析,提供業界一套可以遵循的整合規範。此以產品生命週期為架構的綠色管理系統之整合規範是利用產品生命週期各階段(規劃、設計、建造、生產、銷售與行銷及 報廢與回收)及價值鏈之輔助活動(公司的基礎工作、人力資源管理、綠色技術開發活動、儀器)並結合成為綠色價值鏈模式。藉由綠色價值鏈模式來說明產品生命週期各階段與輔助活動需考量的法規與工作項目,並採取適當的策略性政策。

Nowadays, the consciousness of environment is growing fast. It impacts the industry in global environmental issues. Enterprises have begun to develop and implement policies,programs, and tools in manufacturing to meet the international environmental legislation such as Restriction of Hazardous Substance (RoHS), Waste Electrical & Electronic Equipment (WEEE), Eco-design Energy-using Product (EuP) and ISO 14001, especially for electrical and electronic industrial in Taiwan which give priority to export. They must endeavor to develop green products and services that use less packaging, reduce pollution, decrease energy consumption, and any relevant legal problems avoided, to keep the “global competition”. This study primarily set up an integrated model of environment and green product based on document analysis, professional interview and integrated system. Finally, in each stage of product lifecycle, the study detailed list the relating provisions of RoHS, WEEE, EuP and the activity items related to the requirements of environmental management and green product.
