組織變革態度、組織承諾、工作滿意與組織公民行為相關性之研究

A Study on Relationships among Organizational Commitment, Job Satisfaction, Organizational Citizenship Behavior and Attitude toward Organizational Change

摘要


國防部自民國92年起開始執行「精進案」迄今,其透過組織結構的調整、精簡、重組,並在專業分工、功能整合的前提下,淘汰不必要的人力,調整行政系統,降低人事行政費用,以促進行政效率,落實分工及權責劃分。值此,為有效提升保防人員的工作認知與態度,乃藉由實證研究方式,建立組織變革之觀念性架構,探究國軍保防人員對組織變革態度、組織承諾、工作滿足與組織公民行為之間的關係。 本研究係以國軍保防人員為研究對象,經由叢集抽樣進行問卷,並以電腦網路問卷方式進行施測,共計回收305份,有效問卷計286份。研究發現:國軍保防人員組織變革態度、組織承諾、工作滿足及組織公民行為大致良好,不論性別、年齡、年資、職務層級及服務單位皆沒有差異,惟組織變革態度的「行為傾向態度」負向影響組織承諾及工作滿足、組織承諾「情感性態度」負向影響組織公民行為,探討成因可能係受訪者長期浸潤在職業倫理、守法的窠臼裡,以致態度較趨保守,然對保防系統的目標及價值仍存有強烈的歸屬感與忠誠度,且自願投入、付出,並渴望與組織成員維持關係。據此,建議「培養正向認知,降低負面影響」、「善用人力資源,成就變革願景」、「落實專業教育,建立專業權威」、「建構諮商管道,促進心靈交感」及「增強組織承諾,凝聚組織向心」等,以提供管理階層做為未來組織變革轉型之建議參考。

The Ministry of National Defense have carried out “The ROC Armed Forces Streamlining Program” since 2003, in this program, it eliminates nonessential manpower, adjusts administration system and reduces personnel administration cots to promote administrational efficiency and to implement duty’s divide by the way of adjusting, diminishing and reorganizing the structure of organization administrational and the specialized division of labor or functional integration. In order to promote the cognition to the duty and attitude efficiently for the military intelligence security personnel, we used the ways of empirical study and founded the ideal construction of the organizational change to research the relationships between the attitude of organizational change, organizational commitment, job satisfaction and organizational citizenship behavior to the military intelligence security personnel. The target group for this survey focused on the military intelligence security personnel, we had used internet questionnaire and cluster sampling investigation, we received 305 questionnaires totally, 286 of them were valid. From the questionnaires we found that the attitude of organizational change, organizational commitment, job satisfaction and organizational citizenship behavior to the military intelligence security personnel were general well no matter their gender, age, seniority, position and service units but the “behavioral attitude” which in the attitude of organizational change had make negative impact to the organizational commitment and job satisfaction, “effective attitude” had make negative impact to the organizational citizenship behavior. Those reasons may cause by long-term infiltration to the professional ethics and observing discipline, it also made their attitude more conservatively. but they still have strong sense of belonging and loyalty to the target and value of intelligence security system, they not only desire to inject and devote to their work but also eager to maintain the relationship with their organization members. According to this research, we suggest that it need “to cognitive nurture positive for reducing negative impact”, “to use the human resources well for changing the achievement of sights to consulate,” to carry out the professional education for establishing professional authority” , “to found consultation system for promoting sympathetic’ and “to enhance organizational commitment for condensing organizational to unite’. We wish that those suggestions could help management to face the change and translate the organization in the future.
