政府投入對社區自主之影響:從埔里社區發展協會之觀點

摘要


臺灣政府自1960年代開始致力於推動社區發展工作,然而由於行政科層與直政當局過度著重硬體建設,造成社區相當依賴政府資源,易喪失其自主性,本研究欲探討政府的投入(政策法規引導、技術援助、經費補助)對於社區自主的影響過程為何。本研究係採質性研究法,以「埔里社區發展協會」為研究對象,聚焦於「社區自主與政府投入兩者之間的關係」,使用焦點團體法及深度訪談法來獲得研究資料,本次研究一共訪談了八個社區發展協會,研究發現如下: 政府投入對於社區自主的影響可分為四種形態,分別為─1.以經費為導向之附庸;2.具有前提性的自主;3.邁向制度化的自主;4.更具延續性的自主。本次研究結果平衡政府投入對社區自主造成負面結果之文獻論述,在某種程度上也是必須肯定政府長期以來的推動與付出,但是政府之投入也有必須改善之處,就是針對自主能量相對薄弱的社區,必須要積極找出相應的輔導策略。

Taiwan government have devoted to Community Development since the 1960s. However, because administrators and leaders of ruling parties have been interested in physical construction, most communities have had to rely on government’s resources and ,there. Lost their autonomy at the same time. This research want to understand how the government's involvement (the guide of policies and regulations, technical assistance and subsidies) influence community autonomy. This research adopts qualitative method of research and the object of its study is the"Community Development Associations in Puli." The research focus on the relationship between community autonomy and government involvement, and use focus group and in-depth interview research method to get the information. Interview eight community associations in Puli. Findings are as follows: Government involvement for the effects of community autonomy can be divided into four forms, respectively - 1. Funding is oriented dependency; Prerequisite of autonomy; towards institutionalized autonomy; 4. More continuity autonomy. Results from this study to balance the literatures which assert governments involvements will destroy community autonomy. To some extent also must be sure that the government has long been the promotion and contribution. But government involvement also must be improved. The government have to find actively appropriate strategies to assist some weak autonomy of community.
