九一一事件後東南亞的安全挑戰與泰國的反恐策略

The Challenges of Southeast Asian Security and Thailand’s Counter-Terrorism Strategies in the Post-911 Era

摘要

本文論文研究在於討論：

一、對全球環境，探討反恐行動與恐怖主義之國際情勢：美國受到九一一恐怖攻擊後，霸權地位受到挑戰，美國以對外反恐聯盟以重建霸權地位；並選擇東南亞地區為其策略行動重點。

二、針對區域環境，因現行區域主義盛行，東亞區域主義在東南亞地區行程；而東南亞地區恐怖主義逐漸擴張蔓延，對此區域安全構成威脅，因而使該區域各國投入之相關反恐行動。

三、針對泰國分析，其為美國在東南亞最主要的盟國，在東南亞地區，泰國爭取主導的影響地位，並成美國與東南亞國協溝通管道，與美國的互動具實效，美國的全球安全戰略與亞太地區安全的演變，猶太國反恐戰略亦有分析價值。

上述研究架構的擬定，本文研究的內容涵蓋全球霸權轉變下全球反恐聯盟的建構、區域主義變遷下東南亞安全體系的型塑以及新安全觀影響下泰國反恐戰略的推展三個議題範圍。

Ⅰ. Form the perspective of global situaltion, to analyze the international terrorism evolution and the global counter-terrorism, taking Southeast Asian, esp. Thailand as a case study.

Ⅱ. Form the perspective of regional security situation, to analyze Southeast Asian regional security transformation corresponding to the development of new terrorism in the region.

Ⅲ. Form the perspective of national security consideration, to analyze Thailand's counter-terroism strategies and endeavors to follow US global strategies after September 11 crisis.
