觸法安置少年工作學習經驗之探討

Exploring the Work-Learning Experiences of Juvenile Delinquents in the Residential Institution

摘要


有感於觸法安置少年本身,存在著與一般少年不同的生命歷程與相對的就業弱勢,結合研究者本身過往經驗與對安置少年的關心,再加上對於安置機構運作的工作學習機制欠缺獨屬的研究討論。因此本研究以安置機構針對其就業需求而進行工作學習的安置少年為主要對象,針對其工作意義詮釋與工作學習期間之經驗為根基,並輔以參與工作學習提供就業機會與環境之雇主角色部分的經驗,以提供安置機構、實務工作人員或政府對於安置少年就業服務輸送之參考建議。 本研究採用質性訪談,並以立意取樣、滾雪球取樣取得訪談名單。共訪談具工作學習經驗之觸法安置少年六名,以及曾於工作學習期間有直接接觸管理觸法安置少年之合作店家四名,共計十名訪談者。 彙整資料分析:一、觸法安置少年工作學習經驗中的看見與體驗,包含工作開端,生活安排、工作制度與執行等運作架構,工作互動、金錢運用、工作困境及感受等適應經驗,以及期間的學習與改變等成長脈絡之描述。二、觸法安置少年的工作意義詮釋、職涯藍圖,以及對自己、其他安置少年與合作店家或老闆等對象想說的深層心聲。三、合作店家在開啟合作契機與管理模式的連結與規劃;眼中對安置少年的互動與評估,並表達其期望與建議,以求工作學習機制合作的維持與開展。 從研究結果進一步討論的是,觸法安置少年對工作意義詮釋帶有不斷追尋與改變朝向正向目標的力量意涵,工作學習經驗是一連串生涯元素並行發展與交互影響的集結,對於安置少年具有實質成效,亟待機構、店家與政府的同籌共構更趨完整的工作學習方案。據此,本研究提出三點建議:一、建立關係串聯與支持系統;二、關愛與規範並行、發展成就價值導向;三、拓展多元友善的就業政策與措施。

I feel that juvenile delinquents in the residential institution itself has a different life course and relative employment disadvantages than ordinary young people, combined with the researcher's own past experience and care for the placement of young people, plus the lack of unique research discussion that work-learning mechanisms for the operation of the placement agency. Therefore, this research focuses on juvenile delinquents in the residential institution that in response to their employment needs, based on the interpretation of their work meaning and experience during work-learning, and the experience of employers who participate in work-learning to provide employment opportunities and environment. In order to provide placement agencies, practical staff or the government with reference to the placement of juvenile employment services. In this study, qualitative interviews were used, and the interview list was obtained by intentional sampling and snowball sampling. There were six interlocutors with work-learning experience, as well as four cooperative stores who had direct contact with the management of interlocutors during work-learning, for a total of ten interviewers. Consolidated data analysis: 1. The seeing and experiecing of the work-learning experience of the juvenile delinquents in the residential institution, including the beginning of work, life arrangement, work system and implementation and other operational frameworks, work interaction, money use, work difficulties and feelings and other adaptation experiences, and the period A description of the growth context of learning and change. 2. Interpretation of the work significance of the resettlement of the juvenile in violation of the law, career blueprints, and in-depth thoughts they want to say to yourself, other resettlement juveniles, cooperative stores or bosses and other objects. 3. Cooperative stores are opening opportunities for cooperation and linking and planning the management model; interacting and evaluating the placement of teenagers in their eyes, and expressing their expectations and suggestions, in order to maintain and develop the cooperation in the work-learning mechanism. From the research results, it is further discussed that the interpretation of the meaning of work for juveniles in violation of the law has the power to continuously pursue and change towards a positive goal. Work-learning experience is a collection of parallel development and interactive influences of a series of career elements, which is useful for placement of juveniles. Substantial results are urgently needed by institutions, stores, and the government to jointly construct a more complete work-learning program. Based on this, this study puts forward three suggestions: 1. Establish a relationship series and support system; 2. Parallel care and regulation, develop achievement value orientation; 3. Expand diverse and friendly employment policies and measures.
