臺北市國民中學科技領導與行政管理創新關係之研究

A Study of the relationship between technology leadership and administration innovation of junior high schools in Taipei City

摘要


本研究旨在探討臺北市國民中學科技領導與行政管理創新的現況、困境與因應策略,剖析不同背景變項與學校變項知覺科技領導與行政管理創新的差異情形,探討科技領導與行政管理創新間的關係,並根據研究發現與結論,提出建議供有關單位參考。為達致上述研究目的,本研究採用問卷調查以及訪談研究方法。在問卷調查部份,以臺北市57所國民中學之校長、兼任行政職務之教師與行政人員為研究對象,共寄發問卷852份,回收有效問卷538份,有效回收率為65.0%,將所得資料以描述性統計、t考驗、單因子變異數分析、皮爾遜積差相關、結構方程模式等統計方法進行分析;在訪談方面,依研究需求選取2所學校,以半結構式的訪談大綱,針對2位國民中學校長進行訪談,以深入了解科技領導與行政管理創新的關係。本研究綜合文獻探討與研究結果,獲得以下結論: 一、環境政策的支持與成員的自我動力是促使科技領導與行政管理創新在國民中學發展最關鍵的因素。 二、整體而言,臺北市國民中學行政人員對科技領導運作現況的知覺屬於中低程度,其中以「資源充實規劃」層面較高,「成效評鑑發展」層面較低。 三、專業培訓課程與經費的持續編列為解決科技領導執行困境最佳因應策略。 四、男性、年長、資深、研究所以上、61班以上、設校歷史為21-30年的學校行政人員對於科技領導運作情形之知覺程度較高。 五、整體而言,臺北市國民中學行政人員對行政管理創新之運作現況的知覺屬於中低程度,其中以「組織理念價值創新」層面較高,「行政運作技術創新」層面較低。 六、長期的規劃與建立全校共識為解決行政管理創新執行困境最佳因應策略。 七、男性、年長、資深、研究所以上與專科以下、設校歷史為11-20年的學校行政人員對於行政管理創新運作情形之知覺程度較高。 八、臺北市國民中學科技領導整體及各層面與行政管理創新,具有中高程度的正相關。 九、科技領導即為影響,而行政管理創新即為擴散,彼此為共變關係。 此外,依據研究結果,提出相關建議供有關單位及人員之參考。

The main purposes of this study were to investigate the current situation and strategies applied to difficult positions of technology leadership and administration innovation of junior high schools in Taipei City, to analyze the differences between the two factors when presented in different backgrounds, and to explore the relationship between the two factors. Both quantitative data from questionnaire survey and qualitative data from interview were used in this study. The 852 subjects were randomly sampled from 57 junior high schools in Taipei City, and 538 effective questionnaires were collected. With regard to the data analysis, descriptive statistics, t-test, one-way ANOVA, Pearson product-moment correlation, structural equation modeling were used. Two participants who were recruited from two junior schools in Taipei City were interviewed. According to the findings of the study, conclusions are synthesized as follows: 1.Supports of policies and self-motivations of members are the most powerful key factors to stimulate the development of technology leadership and administration innovation in junior high schools. 2.The awareness of the current situation of technology leadership is scored low to medium. Among all aspects of technology leadership, “support and management of facilities” aspect is scored the highest, but “assessment and evaluation” aspect is scored the lowest. 3.Training courses and sustaining budgets are the best strategies applied to difficult positions of technology leadership. 4.Scores in awareness of technology leadership is higher among the respondents with these characters. These characters can be devided into two levels as follows: in the personal level, the administrator is male, with senior status, and with a master degree, while in the school level, schools with bigger size of classes ( above 61) and longer history (21-30 approximately). 5.The awareness of the current situation of administration innovation is scored low to medium. Among all aspects of administration innovation, “organazational value” aspect is scored the highest, but “administrative arrangement” aspect is scored the lowest. 6.Extended plans and setting up common consensuses are the best strategies applied to difficult positions of administration innovation. 7.Scores in awareness of administration innovation is higher among the respondents with these characters. These characters can be devided into two levels as follows: in the personal level, the administrator is male, with senior status, and with a master or associate degree, while in the school level, schools with shorter history (11-20 approximately) 8.There is a high positive correlation between the whole technology leadership or its individual aspect and administration innovation. 9.In sum, technology leadership brought an impact on administartion innovation; and through administration innovation the technology leadership is therefore diffused. There is a covariance relationship between them. Based on the research findings, several suggestions are offered for authorities of educational administration, junior high schools, principals, and future researches.
