台灣公私立大學經營為創業型大學之研究

摘要


本研究旨在探討台灣公私立大學經營為創業型大學時,所需具備之要件,讓欲經營為創業型大學之大學校院可以用來作為自我檢核的依據。研究過程主要採用文獻與文件分析以及德懷術,以「創業型大學之要件」作為研究工具,經由20位專家學者檢視與評估,最後根據統計分析結果提出具體建議以供參考。本研究根據研究目的與問題、文獻探討內容,經分析結果提出幾項結論: 一、大學根據條件與資源經營為創業型大學可為未來發展的方向之一。 二、歐美大學經營為創業型大學的成功經驗與實例可供我國參考。 三、大學經營為創業型大學需注意校內生態的平衡。 四、政府在大學經營為創業型大學的過程中應扮演觸媒者與仲裁者的角色。 五、大學經營為創業型大學時需具備八項要件: (一)厚實的基礎學術研究。 (二)堅強的領導核心。 (三)創業型的校園文化。 (四)明確的重點發展領域。 (五)專業化的行政團隊。 (六)多管道的資金來源」要件。 (七)透明的經營制度。 (八)完善的獎懲升遷制度。 關鍵字:大學經營、創業型大學、創業精神

This study aims to discuss the conditions for public and private universities in Taiwan managing as entrepreneurial universities. Results of this study can be used as a self-check guideline for prospective entrepreneurial universities. Research methods include literature review, document analysis and Delphi method. “conditions for entrepreneurial universities” is used as the research tool of this study. Based on results of statistical analysis of inspection and evaluation of 20 experts and scholars, this study proposes concrete recommendations for entrepreneurial universities. According to research purposes, research questions, literature review, and statistical results and analysis, this study provides the following conclusions: 1. One of the future directions for universities is to move toward entrepreneurial universities. 2. Universities in Taiwan can take lessons in successful examples from European and American universities managing as entrepreneurial universities. 3. When managed as entrepreneurial universities, universities should be aware of the balance of school ecology. 4. When universities develop themselves as entrepreneurial universities, governments should maintain their roles as facilitators and moderators. 5. The conditions for managing as entrepreneurial universities include: (1) Solid fundamental academic research; (2) Strong leading cores; (3) A campus culture of entrepreneurial university; (4) Concrete core fields for the future development; (5) Professional administrative teams; (6) Sources of funding from multi-channels; (7) A transparent management system; (8) A complete bonus-penalty promotion system. Lastly, based on the literature discussions and research conclusions, this study proposes concrete suggests in the area of governmental institutions, universities and future research.
