互利行為與政治信任

摘要


政治信任在現代民主國家中扮演舉足輕重的角色,不僅對當前政策規劃有所影響,更會牽連未來國家整體發展,近年來台灣民眾對於公部門的政治信任逐年下降,政治信任的形成與影響因素也日益重要。因此本研究意圖探究造成政治信任降低的原因,延續過去文獻所強調的政治文化理論之觀點,並進一步延伸分析互利行為及社會信任對政治信任的影響。 採用亞洲民主動態調查第二波之問卷調查資料,以總統府、法院、政黨、中央政府、立法院、公務人員、軍隊、警察與地方政府之個別政治信任水準為主軸,使用Ordered Logit模型剖析互利行為與個別公部門政治信任之間關聯。同時,亦以因素分析法,萃取具有共同相關性的變數群組,並進行迴歸分析,探究個別政治公部門與總合政治公部門之信任水準與互利行為及社會信任之關聯。本研究之實證結果顯示,無論在個別或總合公部門之政治信任,互利行為皆對政治信任產生正向的影響。而在社會信任方面,唯在論及公務人員及地方政府之政治信任,社會信任才對政治信任有極為顯著的正向影響。

Political trust plays a decisive role in modern democratic countries which generates great influences in the effectiveness of government and public policies. However, political trust in Taiwan has been decreasing in recent years. To further understand the causes of declining political trust in Taiwan, this paper from the perspective of political cultural theory intends to examine the relationships between reciprocity, social trust, and political trust. Using the data from Asian Barometer Survey 2006, this study examines political trust in president, courts, national government, local government, political parties, parliament, civil service, the military and the police. Based on the results from ordered logit estimations and factor analysis, the empirical findings of this study suggest that both reciprocity and social trust are positively associated with political trust, while social trust only has effects on the trust in civil service, the military, the police and local government. Thus, these results provide some further evidence for the positive influences of reciprocity and social trust on political trust.
