群眾募資、文創產業發展與政府角色

摘要


文化創意產業相當具發展潛力,但發展中遭遇嚴重的籌募資金問題,近期蓬勃發展的群眾募資為金融創新(Fintech)的一環,能解決文創業者的資金問題,但群眾募資可能也會遭遇市場失靈,如資訊不對稱、逆選擇及道德風險等問題。政府若能導正群眾募資的市場失靈,最終能創造文創產業、群眾募資及政府的三贏。本論文首先比較各國的群眾募資政策,接著探討影響台灣群眾募資是否成功的因素,最後提供政府改善群眾募資市場失靈的建議。本論文資料來源為台灣最大群眾募資平台flyingV的群眾募資專案,資料期間從2012年4月至2015年12月,共1,373筆,再運用Probit與OLS模型進行分析,探討影響群眾募資專案是否成功與專案最終募得金額的因素。   本論文實證結果發現社會文化與主題旅行類型比較容易成功,能募得較多的資金,專案目標金額太高較不容易成功,但太低則募不到充足的資金。此外,募資者與資助者的問與答互動,能讓專案成功還能募得更多資金。本論文建議募資者開放更多資訊,降低資訊不對稱風險,並建議政府要求平台業者提供產品無法準時出貨的保險予資助者,並將風險明確告知資助者,藉以降低民眾被詐騙的風險,以活絡群眾募資市場資金之流通,進而促進文創產業之發展。

Crowdfunding, a segment of the Fintech market, plays a significant role in the development of cultural creative industry. Crowdfunding provides a great opportunity for small entrepreneurial founders to raise money from a large number of individuals on the internet. However, market failures such as information asymmetry, adverse selection and moral hazard may exist in the crowdfunding market. Using a dataset of 1,373 projects from flyingV, the largest and dominant crowdfunding platform in Taiwan, this study explores determinants of successful crowdfunding in Taiwan. Both probit and OLS models are estimated in this study.   The estimation results show that, among crowdfunding projects, social cultural and tourism types are more likely to be successful and can solicit more contributions from individual investors. Projects with relatively higher target money are less likely to be successful. However, projects with relatively lower target money cannot raise enough funding either. In addition, signals of quality of proposed projects including founders’ responses to contributors and interactions between founders and contributors on the internet are important predictors to successful crowdfunding. In order to correct market failures, we suggest that the government enact laws to enhance transparent trading on the internet and require founders to provide insurance to contributors for failing to deliver products on time.
