地方政府內部跨單位合作之研究：以基隆市執行社區照顧關懷據點政策為例

Research on Inter-Agency Cooperation of Local Government : A Case Study of the Community Care Sites Policy Implementation of Keelung City

摘要

本研究試圖從公共行政的角度，以基隆市社區照顧關懷據點政策為個案，去探究地方政府內部跨單位之合作。運用文獻分析法，檢視目前跨單位合作的相關學理、既有研究成果，以及現行相關法規，亦透過深度訪談法，探討目前基隆市在執行社區照顧關懷據點政策時，市府參與單位之間實際互動的情形。其次，將上述兩相對照，分析既有學理與現行相關法規，與實務上執行跨單位合作的政策應用，以歸納出影響跨單位合作的障礙因素與促進因素。同時，納入筆者曾經參與過之〈基隆市社區照顧與關懷服務機制之研究〉與〈基隆市老人生活狀況調查研究〉研究案中與本研究主題相關的問卷結果，提供民眾的觀點輔以分析。
最後，本研究依據研究結果與發現作為基礎，檢討提出地方政府內部跨單位合作的展望，一方面檢討文獻概念與實務的落差，另一方面則描繪本研究個案基隆市社區照顧關懷據點政策，與地方政府內部跨單位合作未來可能的發展走向，以及針對後續研究者的研究建議。

This paper attempts from the public administration view to study community care sites policy implementation of Keelung city, and research on inter-agency cooperation of local government. From literature analysis, view the current inters-agency cooperation of theoretical, research results and the existing regulations, but also through in-depth interview to find the Keelung city how to implement the community care sites policy, between these agencies involved in the actual interactive scenario. Second, by the two contrast, the analysis got barriers and promoting factors with the theoretical, relevant legislation and practices. At the same time, by “Research on Community Care and Services Mechanism of Keelung City” and “Research on Senior Citizen Living Conditions of Keelung City” and this paper questionnaire results, show the public view by analysis.
Finally, this paper according the research results and research discovery to review on inter-agency cooperation of local government future, one is to review of the literature and practice gap, the other depicting the Keelung city community care sites policy, and local government inter-agency cooperation possible trend, as well as research suggestions for follow-up study researchers.
