台灣銀行業對第三方支付發展策略之探討-以S金控為例

摘要


面對網路數位的快速發展,電子商務交易便利、電子支付方式日新月異,商業模式亦推陳出新,台灣銀行業者為因應客戶已大量使用智慧型手機、行動POS,第三方支付、O2O金流。自金管會2015年5月 3日通過施行第三方支付專法「電子支付機構管理條例」,加速第三方支付的發展。本研究聚焦第三方支付將成為台灣銀行業轉型金融支付趨勢,搜集國外及台灣銀行業發展第三方支付現況,並依外部總體環境分析、銀行業環境五力分析、個案金控SWOT分析與發展策略、數家銀行深度訪談記錄,探討總體環境變化及同業發展概況,目前第三方支付發展上所面臨第機會與挑戰,提供下一步結論與建議。 本研究歸納整理第三方支付在台灣發展仍在起步階段,依總體經濟環境變化及政府積極推動下,第三方支付發展將會快速延燒,台灣銀行業者加緊追趕第三方支付之發展,其發展重要關鍵因素是平台介面要簡單、便利且安全設計,並與跨業或與通路業者合作,推展出最佳行銷方式與收益來源。 未來第三方支付發展重要核心仍在台灣銀行業第三方支付之發展策略制定,因此台灣政府單位應加速對三方支付法規鬆綁,對台灣銀行業提出幾點建議供作參考: (一)便利客戶是第三方支付的發展主軸,非遊戲規則的工具。 (二)紮實做好跨境金流支付工具及平台發展 (三)與上、下游供應商和異業通路平台串連,推出優惠模式以增加消費者誘因 (四)第三方支付是打造全通路及全客戶的金融創新應用趨勢 關鍵字:第三方支付、電子商務、科技金融、電子支付

As the digital network develops rapidly, e-commerce transactions has become more sophisticated. Online payment varies from each day, so does the new business models. Taiwanese banking industry has widely used mobile shopping, mPOS (mobile Point of Sale), third party payments, O2O (Online to Offline) cash flow to meet the numerous needs of variety of customers. This study focuses on the third party payment which will be transformed as a payment trend for Taiwanese banking industry. Current foreign third party payment data as well as that of Taiwanese banking industry are collected in this study. The overall external and internal environment analysis, five forces analysis, SWOT analysis and the development of a specific Financial Holding Company will be applied to overview all the banking environment. With the in-depth interviews from several banks, this research intends to explore the current situation and the changes of the overall environment as well as the banking industry. The opportunities and challenges of current third-party payment in the first phase can provide conclusions and suggestions for the next stage. In this study, it has come to a conclusion that the development of third party payment in Taiwan is still in its initial phase. Under the active promotion of the government, the development of third party payment will become prevalent promptly, intensifying the development of third party payment of Taiwanese banking industry. The key factor in its development is the interface of the platform which needs to be simple, user-friendly, and in safe design, in cooperation with the cross-industry or the channel operators, extending to the best way of marketing and becoming a source of revenue. The core development of third party payment in the near future still focus on formulating the strategy and agreement for the Taiwanese banking sector, so the Taiwanese government agency should accelerate the extension of the tripartite payment regulations for the banking industry in Taiwan. , following a few suggestions for reference mentioned below: (A) Having a good access to third party transactions for the customers as the primary target rather than a tool of game rules; (B) Solidifying the instruments of cross-border cash flow payment and the platform development; (C) Connecting the upstream and downstream suppliers with the cross-sector platform access, introducing the preferential mode to increase consumer incentives; (D) An innovative financial application to create a trend for full access and full client under third party payment; Keywords: Third party payments, Eletronic commerce, Financial Technology, Mobile payment
