地方發展即領域的再尺度化問題─南投中興新村案例研究

摘要

本研究主軸為探討地方發展之尺度問題，意指地方發展乃是尺度問題，本文是以中興新村為案例討論尺度對於地方發展的影響，以作為紀錄分析中興新村產業經濟政治社會空間的轉變與影響。從都市發展脈絡、政治經濟變遷、區域及在地發展尺度之視角，經由尺度轉變這個複雜交錯的議題，檢視解析中興新村在時空牽動下重新定位之結構因果關係藉此突顯這項討論。最後，本研究推導出地方發展乃是尺度問題，解讀中興新村整個空間的變遷主要來自於領域化、除領域化、再領域化的矛盾過程，其中鑲嵌關係改變造成不少社會議題，這個現象是為高/低階政治與媒合/依賴空間彼此緊密相互夾雜的產物。中興新村再尺度化過程中，不斷與國家、區域、地方尺度脫勾，中興新村終究走向衰頹便是源自尺度問題，即使擬訂新空間修補計畫，亦因為尺度衝突，導致難以完成一個空間修補計畫，使得空間規劃變成真假錯置的虛擬計畫。這個無法完成的空間修補計畫，正是尺度衝突的關係，總歸顯示中興新村的再發展案例是個典型尺度難解的問題。

The main argument in this study is to see how scale affects the local development. It is a case study to analyze Chung Sing Village by recording the changes and the impact of the industry; economic; political and social aspects of it. This argument is emphasized by examining how Chung Sing Village was repositioned in different time and space from different aspects, such as city development; political and economic transitions, and the scale of regional and local development. Finally, this research believes that local development is a scale question. Interpretation of the transformation in the entire space of Chung Sing Village is based on the areas of territorialisation, deterritorialisation and reterritorialisation of contradictions process, whose embeddedness relationships changes cause a lot of social issues. This phenomenon is created by a mixture of high/ low politics and spaces of engagement/ dependence. After all, the recession of Chung Sing Village toward recession is caused by the problem of the scale, since the process of re-scaling in Chung Sing Village is disconnected with national, regional and local scales. Even there is a new mend plan for the development, it is difficult to complete due to conflicts of the scales. On the contrary, the new mend plan makes space planning become an unreal space project. This new mend plan cannot be completed since there is the conflict of scales. Thus, it shows that Chung Sing Village’s development case is a typical strenuous scale problem.
