消防人員工作生活品質之研究

摘要


消防及防救災工作是政府施政極為重要的ㄧ環,是人民生命財產安全與社會安定的基礎,更是國家長治久安的根本,要維護公共安全及確保人民生命財產則取決於消防人員的工作效能。本研究旨在建構消防人員工作生活品質的衡量指標,藉以瞭解消防人員對工作生活品質的重視程度及目前工作生活品質的滿意情形。 本研究採量化研究和質化研究並行方式,以消防人員為研究對象,回收有效問卷為658份,有效回收率為80.24%,同時針對地方縣市消防人員進行深度訪談。依據問卷調查資料及訪談資料分別加以整理及統計結果分析,獲得以下結論: ㄧ、消防人員工作生活品質衡量指標為:工作環境、薪資福利、升遷發展、工作性質、主管領導、同事互動、工作尊榮、工作與家庭休閒、安全與工時。 二、消防人員對於工作生活品質重要知覺接近非常重要程度,但對於目前工作生活品質滿意知覺僅有中等程度。 三、不同性別、教育程度、服務年質、官(職)等、內外勤、服務縣市等個人屬性變項在工作生活品質重要知覺上有顯著差異。 四、不同性別、婚姻狀況、教育程度、官(職)等、職務、內外勤、服務縣市等個人屬性變項在工作生活品質滿意知覺上有顯著差異。 五、工作生活品質重要知覺與工作生活品質滿意知覺呈部分顯著相關。 最後根據研究結果對實務管理面與研究對象提出幾項建議: ㄧ、落實公正、公平、公開的升遷考核制度。 二、加強救災安全課程訓練。 三、適度增加人力,改進勤休制度,減輕工作負荷。 四、做好個人身心健康與體能管理。 五、充實備勤設施,改善工作環境。 六、合理調整待遇福利,以激勵工作士氣。 七、建立工作認知與肯定工作價值。

The work of fire control and disaster relief is an important part of government administration. It is the foundation for the safety of people’s life or property and social stability, and even the basis for the long-term stability of a nation. The maintenance of public safety and the safety of people’s life or property depends on the work performance of fire fighters. The main purpose of this study is to construct evaluation indexes for evaluating the quality of working life of fire fighters to understand the importance of the quality of working life perceived by fire fighters and their satisfaction towards current quality of working life. This study adopted both quantitative and qualitative research methods. The research subjects were fire fighters. A total of 658 valid samples were returned; the valid return rate was 80.24%. In-depth interviews were conducted with local fire fighters. The data from questionnaires and interviews were analyzed. The findings are as follows: 1. The indexes for evaluating the quality of working life of fire fighters are: working environment, compensation and benefits, promotion development, job characteristics, executive leadership, interactions with colleagues, dignity of work, work and family leisure, and safety and working hours. 2. Fire fighters’ perceived importance of quality of working life is close to the extent of very important; however, their perceived satisfaction of current quality of working life is only at medium extent. 3. Variables of personal attributes, such as gender, educational background, years of service, positions, office work or field work, and the counties and cities they serve have significant differences in fire fighters’ awareness of importance of the working life quality. 4. Variables of personal attributes, such as gender, educational background, years of service, positions, office work or field work, and the counties and cities they serve have significant differences in the fire fighters’ perceived satisfaction of the quality of working life. 5. Fire fighters’ awareness of importance of quality of working life is partially significantly related to their perceived satisfaction of quality of working life. Lastly, several suggestions are proposed on practical management and research subjects: 1. Realize the promotion and performance appraisal system of openness, fairness and impartiality into practice; 2. Enhance the training of the courses of disaster relief and safety. 3. Increase manpower properly and improve attendance system to reduce the workload; 4. Manage personal mental and physical condition well; 5. Replenish equipments and improve working environment; 6. Adjust compensation and welfare reasonably to encourage work morale; 7. Construct work cognition and affirm the value of work.
