2003年SARS事件發生後,疾病管制局發現防疫人力規劃上有所不足,因此,在後SARS時期,將組織架構與人力規劃進行調整,以期能面對多元傳染病的威脅;然而,調整後的人力規劃是否允當?後續的人力運用是否可以達成組織的目標?是本研究關注的焦點。 本論文採文獻分析法以及深度訪談法,針對疾病管制局進行人力規劃與運用的研究。首先,依據研究目的以及文獻分析為基礎,將研究構念分為四項:疾病管制局實際人力規劃與人力規劃理論之間是否存在缺口?疾病管制局實際人力運用與人力運用理論之間是否存在缺口?疾病管制局實際人力規劃與實際人力運用之間是否存在缺口?疾病管制局實際人力運用與組織目標之間是否存在缺口?接著,以此提出訪談提綱並進行訪談;最後,進一步探究上述缺口的成因,藉以提出研究發現與建議。 本研究建議有:(一)針對疾病管制局具有高度專業的組織特性,應該發展獨特的人力規劃與運用模式。(二)面對防疫必須二十四小時待命的業務特性,應發展出彈性的上班體制,以符合業務需求,並避免人力過度運用。(三)對於島國特性的我國而言,必須特別注重邊境檢疫的重要性,理應投入合理且充足的人力資源。(四)防疫的議題牽涉國人生命安全,不容許任何漏洞,人力與預算資源的投入應該更為合理且充足,俾利有效改善人力規劃與人力運用之間的缺口。
After the SARS incident, the Centers for Disease Control of Taiwan realized the inadequacy of human resource planning. After the SARS event, the organizational structure and human resource plans are adjusted in order to face the threat of diverse infectious diseases. However, the focus of this study is to discuss whether the human resource planning is adequate enough after the adjustment of CDC and whether the human utilization has achieved the goals of organizations or not. This study uses literature review and in-depth interviews methods to study on human resource planning and utilization of CDC. First of all, according to research purposes and literature analysis, the thesis is divided into four research constructs which focus on: First, the gaps between the human resource planning of CDC and the human resource planning theory; second, the gaps between the human resource utilization and human resource utilization theory; third, the gaps between the actual human resource planning of CDC and its human resource utilization; fourth, the gaps between the actual human resource utilization of CDC and its organizational goals. Then, create interview questions according to the research constructs mentioned above. After interviewing, the author wants to explore on CDC human resource planning and utilization situation of the post-SARS period. Finally, the author would infer the reasons of the gaps problems mentioned above, and proposed research findings and policy suggestions. This study suggests that (A) CDC needs to develop a unique human resource planning and utilization patterns for it is a highly professional organization. (B) When faced with the epidemic disease prevention, some unit of CDC needs to develop a flexible manpower working system to avoid excessive use of manpower and to meet the need of requiring manpower to be 24 hours on-call. (C) As an island nation, we must put special emphasis on border quarantine, and should invest in much more manpower. (D) Issues of disease prevention are related to the lives and safety of people, which could not allow any loopholes, the government should invest in adequate human resources and budget and also improve the gaps between human resource planning and human resource utilization at the same time.
