國軍副食供應作業,自民國78年開辦以來,主要係為全軍官兵謀取質佳、價廉、品項多的便利市場,使國軍部隊在有限的副食費額度內獲得優質的副食品,並確保膳食作業的衛生安全,長期扮演提供國軍單位「食」的需求,是國軍執行保家衛國任務,重要且不可或缺之泉源。然而副食供應之良窳,關係國軍戰力發揮至鉅,有關副供作業所及,包含副食品質、服務人員態度,甚至國軍採買滿意情形,無不受各級長官之重視。時值國軍組織變革,軍事單位組織、人員逐年精實的狀況以及民間企業低成本高品質的產品競爭下,尤其於軍工廠「國有民營化」推展後,國軍副供業務是否也可以結合民間高素質人力及國家整體資源,以企業化經營的方式執行,未來經營模式走向,實值得探討。 本研究範圍主要是以國軍副食供應業務為研究範圍,並以副供組部門主管、地區副供管制室主任及所有副供站長為問卷調查主要對象,藉由實際負責、從事、執行國軍副供業務領域主要專業,以企業經營者立場、觀點,針對國軍副食供應站未來營運方向與方式,透過問卷調查的方式提供意見,並運用層級分析法(Analytic Hierarchy Process;AHP)方法論,達到覓得未來經營最適方案之目的。研究結果顯示,未來營運方向與方式,仍以「自行營運」方式經營最符合需求,足供決策單位建構未來營運策略訂定之參考。
Since the establishment of the military non-staple food supply service in 1989, it has been making efforts on constructing a convenient market that provides good quality, low price and variety of products, thus the government army troops acquiring the non-staple foodstuff of high quality with a limited non-staple food fee and ensuring the food hygiene. The service has long played the role as catering for the "food" need for government troop that it is regarded as the indispensable and essential part when the government army troop executing the mission of protecting our country. However, the quality of the non-staple food supply service significantly influences the army fighting power, and the relevant issues including the quality of food, the attitude of the attendants even the level of satisfied degree, etc are all seriously concerned by all levels of superiors. While the reformation of the organization of government army troop, i.e. the governments currently carrying out lean management of military unit organization and personnel and the growing competition from the low cost and high quality products of civil enterprise, it is worth inquiry whether the military non-staple food supply service is able to combine the superior civil manpower and the national whole resources to turn the management into the enterprise performance. It is especially crucial to find the heading direction of the business model after the promotion of the soldier factory "the state-owned run by private capital". This research mainly covers the topic of the military non-staple food supply service, and utilize a questionnaire to collect data from the vice directors of supply department and the vice region manager of supply and management department and all vice station chief of non-staple food supply station. This research integrates the Analytic Hierarchy Process(AHP) methodology, the specialty of the practically experienced vice directors that are responsible, dealing and enforcing the military non-staple food supply service and the viewpoint and stance of a enterprise to reach the goal of designing the optimal solution of future management. The result shows that "operate by self" is still the management style that best meets the demand in the future, and can provide theoretical reference to the policy decision unit for constructing operating strategy in the future.
