農村再生社區評鑑指標之建構

摘要

為了推動農村活化再生，促進農村永續發展，政府制定了農村再生條例，積極推動農村再生計畫，而在投注大量人力、物力後執行成效如何？政府資源是否有效率的運用？農村社區發展與生活品質是否有進步？農村社區居民滿意度如何？農村再生計畫有無檢討改進之處？為了獲得上述問題的答案，必須倚賴績效管理制度，落實績效評核，以確保農村再生計畫的執行成效能達到「促進農村永續發展及農村活化再生，改善基礎生產條件，維護農村生態及文化，提升生活品質，建設富麗新農村」之目標。本研究目的在於建構執行農村再生計畫社區之評鑑指標，以協助農村再生計畫決策者及社區組織規劃者做好績效管理，因此，為達成促進農村社區整體發展，提升居民生活品質之目標，必須歸納整理出影響農村社區發展的關鍵因素，並分析各因素間之權重關係，據以建構適合農村再生計畫執行成效之評估指標。本研究運用分析網路程序法探討農村再生「社區政策改善」、「社區組織發展」、「社區產業發展」、「社區環境維護」及「社區居民參與」等五項評鑑構面及其評鑑指標之相對權重及整體權重，確立農村再生社區評鑑指標的優先次序，以建構完整實用之農村再生社區評鑑指標。研究分析結果顯示，農村再生社區評鑑構面以「社區居民參與」及「社區環境維護」等兩項較為重要，其次依序為「社區組織發展」、「社區產業發展」及「社區政策改善」，而評鑑指標部分則以「社區傳統文化景觀保存情形」、「社區青年返鄉及社區參與」、「社區居民公共參與及組織自主運作」及「社區發展組織發展共識度」等四項較為重要。本研究分析結果將可提供農村再生社區自我評估及政府部門對農村再生社區績效管理之參考。

In order to push rural community rejuvenation actively and rural community development continuously, the Rural Rejuvenation Act is enacted by the Taiwanese government. What are the effectiveness of rural rejuvenation plan after the government provided a lot of manpower and material resources to promote the plan? Has the government resources being used efficiently? Has the rural community development and quality of life improved? Are the residents of rural communities satisfied? Does the rural rejuvenation plan need to make any improvements? To get answers to these questions, we must rely on the performance management system. In order to ensure the implementation of effective rural rejuvenation program which can reach the goals of promoting the sustainable development of rural areas and rural activation of rejuvenation, improving basic production conditions, maintaining the quality of life and building a new countryside’s wealth, implementation of performance assessment is necessary. This study aimed to construct the implementation of the rural community rejuvenation program evaluation indicators to assist decision makers including rural rejuvenation program planners and community organization leaders to manage the plan effectively. In order to construct the evaluation indicators of the effectiveness of rural community rejuvenation plan, we collate and analyze the key factors affecting the development of rural communities and the relationship between the right weight among the factors .This study applies “Analytic Network Process Method” to survey five dimensions of rural rejuvenation plan, including the rural community rejuvenation policies in the community, community organizational development, community industrial development, community environmental maintenance and community residents’ participation. Moreover, The study also establishes the priorities of the rural community rejuvenation plan evaluation indicators. In summary, the study establishes a comprehensive and practical evaluation index of the rural community rejuvenation. The result of this study indicates that there are two most important dimensions affecting the effectiveness of rural community rejuvenation plan including " community residents’ participation " and "community environmental maintenance" . Followed by sequentially as "community organizational development", "community industrial development" and " the rural community rejuvenation policies in the community". And there are four most important evaluation of the rural community rejuvenation plan indicators which are " community of traditional cultural landscape preservation situation "," community youth return and community involvement "," public participation and community organizations to operate autonomously "and" community development organizations develop consensus degrees ". The results of this study may provide references for the rural rejuvenation community self evaluation and the government departments to manage the rural rejuvenation community’s performance..
