社區領袖工作價值觀、組織信任及涉入程度關係之研究 – 以中部農村再生社區為例

摘要


台灣推動社區營造多年來,在中央和地方政府相關政策引導與技術支援與地方居民及社區領袖的積極參與之下,對改善社區生活環境、提昇民眾生活品質等方面,各社區已逐漸蓬勃發展,在成功發展的背後來自社區領袖的領導下,帶領居民從事社區營造,在所有的過程中,社區領袖是感受較為深刻的,因此針對社區領袖對於執行社區營造其工作價值觀、組織信任及涉入程度對於從事社區營造之關係進行探討,研究對象為通過行政院農業委員會水土保持局農村再生之社區,主要抽樣對象以中部地區有參與農村再生計畫之社區為施測對象,共抽取數量為467份,並運用信效度分析、描述性分析、單因子變異數分析、t檢定、結構方程模式進行資料分析。在研究結果發現不同背景屬性的社區領袖其參與社區營造之工作價值觀、組織信任及涉入程度具有顯著影響,在工作價值觀的四個指標中以理智性對工作價值觀影響最高,顯示社區領袖應具有責任心,在協議社區事務時需有效解決問題,並耐心與居民溝通傾聽居民的需求;組織信任的五個指標中以認知對於組織信任的影響最高,顯示社區領袖以理性的態度與大家共事,並設身處地的為社區居民著想,在與夥伴做決策時已充分準備,並相信有足夠的能力來勝任這份工作;涉入程度的三個指標中以重要性對於涉入程度的影響最高,顯示社區營造雖為非營利組織,但身為社區領袖在參與各項事務中,仍是生活中最重要的事,並願意抽空從事社區營造,以上假設均獲得支持。根據研究結果建議,社區領袖未來在從事社區營造時,可透過課程或互動凝聚社區共識,產生對於組織之間的凝聚力,藉以提升參與意願,使社區營造能逐漸在各社區活化。

The community construction has been promoting for many years, and with the related policy guide and the kill support of the central and the local governments, each community already gradually developed prosperously due to the related policy guides and the skill supports of the central and the local governments as well as the inhabitants and the community leaders' positively participation. At the back of the successful development is the leadership of the community leaders to guide the inhabitants to implement the community construction. And community leaders feel impressed mostly during the whole process. Therefore, the discussion of the study aims at the relationship between the community leaders and the community construction from the community construction, the work value, the organization trust and the involvement. The target is the rural rejuvenation of the soil and water conservation bureau, council of agriculture, executive yuan, a case study of rural rejuvenation in central Taiwan region. By the reliability and validity analysis, the descriptive analysis, the one-way analysis of variance, the t test and the structural equation modeling 467 surveys were analyzed. The results shows that in different background attributes of community leaders, their work value, the organization trust and the involvement toward the community construction are influenced apparently. In the four indexes of the work value, the rationality influence the work value highly mostly. It indicates that the community leaders are supposed to have responsibility, and the ability of solving problems when communicating the community affairs, and the patience to listen to the inhabitants' needs.In the five indexed of the organization trust, the cognition influences highly, it shows that the community leaders could work with others with the rational attitude, put themselves in inhabitants' shoes, make decisions with partners with the full preparation, and believe that they have the ability to be qualified for the work. In the three indexes of the involvement, the importance influences highly. It shows that even though the community construction is the nonprofit organization, it is important that the community leaders are still involved in every affairs and willing to find time to do the community construction. The hypotheses above are supported. According to the suggestion of the study result, when the community leaders do the community construction, they could promote the community consensus through the class, the practical practice to promote the community consensus, and activate the community construction at each community with the participation desire.
