考慮多廠資源共享之多類型產品有害物質報告製作人力配對問題之研究

摘要


科技產品的發展與使用,衍伸出有害的物質對人體的危害議題。為要求有害物質管理的落實,歐盟立法通過有害物質禁用指令。產品要能夠於各國市場進行銷售要求提供材料符合聲明書並通過該國海關對於有害物質禁用指令的檢驗。故在產品設計開發時,產品製造商接受各國品牌商要求提供產品有害物質報告進行佐證。面對多類型產品有害物質報告如何有效率產出,是本研究的問題情境。而產品有害物質報告如何有效率產出,取決於製作人力配對過程的有效分析與決策。過去相關文獻著重以低成本與高效率來達成符合法規的要求,或是層級分析法提供對於不確定情況下及包含多個評估準則的問題決策使用,以及基因演算法的相關文獻應用於調度問題與轉移時間,搜索找出最佳完工作業時間,相關最佳化問題。從過去相關文獻的回顧,並無進行產品有害物質報告製作效率的研究。針對本次研究的產品有害物質報告延遲遞交問題,首先將以層級分析法解析產品有害物質報告製作人力配對問題,並進一步以基因演算法獲得最佳解。本研究的過程對於問題的解析,提出新的改善方式具有成效,達成產品有害物質報告製作最佳化的配對選擇與資源共享彈性應用目的。

The development and use of scientific and technological products, and the issue of harmful substances to the human body. Help to implement the management of hazardous substances, the EU legislation the directive on the prohibition of hazardous substances. Products that are capable of being sold in national markets are required to provide a material declaration and pass the customs inspection of the hazardous substances in the country. Therefore, during the design and development, the product manufacturer accepts the report of the hazardous substances submitted by the national brands to provide evidence. How to report the effective production of hazardous substances in products is the problem situation of this research. It is the problem situation of this research to face how to report the efficient production of hazardous substances in multi-format of products. The efficient production of hazardous substances reports depends on the effective analysis and decision making process.. In the past, the relevant literature focused on meeting the requirements of regulations with low cost and high efficiency. The hierarchical analysis method provides problem decision making under uncertain conditions and with multiple evaluation criteria. The relevant literature of genetic algorithm is applied to scheduling problems and transfer time. Search for the right one to find the best time to complete the work, related optimization issues. From the review of relevant literature in the past, there has been no research on the efficiency of production of hazardous substances reports. In response to the delayed submission of the hazardous substances report of the product in this study, the human factor matching problem of the product hazardous substance report was first analyzed by the hierarchical analysis method, and the best solution was further obtained by the genetic algorithm. The process of this study analyzes the problem, proposes new ways to improve, and achieves optimal matching and resource sharing purpose.
