2018年台灣晶圓消耗量佔全球第一,但2019年台灣IC相關產業較2018年明顯衰退,台灣IC產業要如何永續經營成為一個重要的課題。近年來IC測試廠的產值表現不佳,而最前線的生產作業員佔測試廠一半的員工,故作業員的績效管理在測試廠中扮演很重要的地位,作業員績效除了要滿足產量需求外,更須兼顧產品品質與生產目標,才能有效提升測試廠的競爭力。測試廠作業員普遍採四班二輪制,且機台差異、全檢量多寡等因素均會影響整個班的產出,因此在評估測試廠作業員績效時不適合直接以產量當成唯一之產出項,也不適合直接以人力當作投入項。資料包絡分析法可同時對具有多項投入及產出的效率評估問題進行處理,且視窗分析模式可解決因受評單位過少而不容易表現真正評估涵義的問題,更可把時間過程列入評估,進而了解採樣時間過程內各受評單位的狀況改變差異。本研究以新竹科學園區N公司測試廠之四班二輪為個案,運用資料包絡分析法評估N公司測試廠之四班二輪的績效,找出在2019年1月至6月間四個班之間相對效率的差異狀況,再針對效率較差的單位,找出其應改善之方向,進而提升N公司測試廠整體之競爭力。
In 2019 Taiwan IC-related industries have a significant decline than that in 2018. In recent years, development of IC industry in Taiwan is not performing well, how enterprises to sustainable operation is an important issue. Due to the operators account for half of the staff in an IC testing company, the performance management of the operators in an IC testing company becomes very important. Operators generally take four shifts two rounds system, and machine differences, full inspection volume and other factors may affect the output of a shift, so in evaluating the performance of operators, it is not appropriate to treat yield directly as the only output item, nor to treat manpower directly as input item. Data envelopment analysis (DEA) can deal with the efficiency assessment with multiple inputs and outputs simultaneously, and window analysis mode solves the problem that it is not easy to express the true meaning of evaluation because the units are too few under review. This study takes the case of four shifts and two rounds of the N company testing plant in Hsinchu Science Park as a case, and uses the data envelopment analysis method to evaluate the performance of four shifts and second rounds in an IC testing company. Differences in relative efficiency between the four shifts from January to June in 2019 are found, and the direction of improvement to enhance the overall competitiveness of N testing company for the less efficient shifts.
