建築工程施工履歷於建築管理資訊建置之研究-以新北市政府施工管理為例

摘要

現行民間建築工程施工品質的規範與驗證，在各地方政府建築管理單位雖已訂有管理規範，然工程相關申報資料除存放及各建管單位檔案室，另外就是存放於建商、設計人、監造建築師及施工廠商。近年生產履歷廣泛應用於各產業，其中不乏食品、畜牧等相關產品，鑑此本研究將參考生產履歷之制度，以建築物之施工階段為履歷蒐集資訊，並參考相關文獻、報告與建管機關施工階段申報制度，建立符合消費者需求之建築物生產履歷項目與內容，其內容主要為建築物施工階段資訊，其次研擬建築物生產履歷之情境模式，以各相關建築行為人資訊產出者及建築主管機關為系統提供者，進行整體資訊應用規劃，後續可透過不同權限方式登入查詢相關施工階段資訊。最後以網頁開發平台與資料庫開發技術，建構建築物生產履歷資訊系統雛型，一般民眾、建商與建管機關可透過網際網路連結，依其所屬權限使用不同之功能服務。研究成果除可供一般民眾查詢工程基本資料、施工進度、另外可使建商在房屋銷售時提供消費者透明化建築物施工履歷資料，供房屋買賣或查詢之用；另系統並導入施工檢查資料統計分析，可作為建管機關在執行建築物施工管理之參考，以提昇行政管理效能。

Though private building quality’s norm and verification are ruled in every local governmental building management unit’s management norm, related building reporting information is kept either in building management units’ file rooms or by builder, designer, supervisory architect or building manufacturer. Recently, production resume is widely used in every industry, in which, there is no lack of food or animal husbandry-related products. In view of this, based on product resume system, the study collected resume information of a building’s construction stage, and consulted related documents, reports and construction & management organization’s construction stage reporting system to edit building’s product resume item and content mainly related with the building’s construction stage information in accordance with consumer needs; secondary, worked out situation model for building product resume in which building actors play information producer and building competent authorities play information provider, and planed overall information application allowing users to log in by different access types and look for related building stage information.
At the end, the study used web development platform and database development technique to create the prototype of building product resume information system allowing general public, builder and construction & management organization to access through internet and use different serving functions by their own rights. The study outcome can be used to consult basic construction information, process for general public or provide consumer transparent building resume information with the purposes of selling, buying or consulting houses when builders are selling houses; in addition, the system also introduced statistical analysis of construction inspection data for construction & management organizations’ reference, used to enhance administrative management efficacy when they are managing construction.
