臺灣貧窮問題：育兒年輕戶長家戶之探討

摘要

貧窮本為一個重要社會問題，不論是何種人口群，只要具高貧窮風險皆需要受到平等協助。作為悠久的議題，貧窮相關研究仍不斷在進行，持續探究有助社會現象的釐清，而本研究則關注「育兒年輕戶長的貧窮問題」，年輕人口群在艱難的勞動環境中生存實屬不易，若又再加上育兒的責任，就更有可能成為高貧窮風險的家戶，因此，有需要確認育兒年輕戶長家戶的貧窮現況，使未來施政方向有跡可循，讓他們能夠得到實質的幫助。

本研究分析2014年家庭收支調查，探討育兒對家戶貧窮的影響，以及育兒年輕戶長的貧窮相關因素。結果發現，確實育兒將造成家戶之貧窮，隨兒童人數增加，亦會造成更高貧窮風險；年輕人口群並無特別貧窮，但育兒且為年輕戶長的家戶則是明顯較容易貧窮。因此，政策意涵上，應朝向解決育兒家戶的貧窮問題，特別是育兒的年輕戶長家戶更要多加協助。

Poverty is a major social problem. No matter what kind of population groups, as long as there is a high risk of poverty, then equal assistance is necessary. As a long-standing issue, poverty-related research is still continuous in this day. Exploring poverty helps to clarify the social phenomenon. This study is concerned about "the poverty young households with children(s) ". Due to young population groups are in a difficult working environment and it is not easy to survive. If this family plus parental responsibility, it is more likely to be a high risk of poverty. Therefore, there is need to confirm the status of poverty young households with children(s), so that we can get some substantial help for them.
This study analyzed the 2014 ‘Report on the Survey of Family Income & Expenditure’ to investigate the poverty effect of parental household and the related factors of poor young households with children(s). It was found that, childcare will result in poor households, with the increase will also result in a higher risk of poverty; young population groups are not particularly poor, but young households with children(s) is significantly easier to poverty. Therefore, the policy implications should be directed to solve the problem of poverty parental households, especially young households to pay more and more assistance.
