身心障礙者職業重建服成果分析與相關因素探討-以高雄市為例

摘要


本研究旨在探討高雄市2013年身心障礙者職業重建服務成效,為當前相關研究中少有的部分。本研究係以2013年開案並接受職業重建服務之820位身心障礙者為主,採用文獻分析法中將質化資料轉量化之研究方法為方式。據此,以職業重建系統中的相關表格資料為基礎,進而瞭解接受職業重建成功就業之身心障礙者個人因素、職業重建過程相關因素及職業環境因素等三部分。其研究之成果,可提供執行職業重建服務適性評估、個別化服務計畫,以及身心障礙者就業成功就業準備等業務相關單位於擬定與修正政策時之參考。 本研究發現,身心障礙者接受職業重建開案服務且就業成功之特徵為:(一)智能障礙者接受服務且成功就業之比例最高;(二)在成功就業之身心障礙者中,以職管員派案就服員服務之個案為多;(三)就業之職類別以環境維護職類清潔員最多,第二為自營業者,第三則為管理員和護理員相關工作者;(四)成功就業者之就業區域以中區站服務轄區人數最多,其次為楠梓站服務轄區,三民站服務轄區再次之;以及(五)職業重建服務模式以提供支持性就業服務成功就業者居多,其次為自行就業者。 根據上述之發現,本研究對當前之制度個別提出兩項實務與政策面之建議。在實務方面:(一)加強職業重建服務於障礙類別及障礙程度就業成效之宣導;以及(二)以充權賦能的理念提供職業重建服務計畫以培養身心障礙者職業技能。在政策方面:(一)針對職管員與就服員之專業人力編制比率進行研究;以及(二)鼓勵學術和實務工作專業者共同合作,進行不同障礙類別的身心障礙者成功就業相關實證研究,做為協助身心障礙者就業的參考。 關鍵詞:身心障礙、職業重建、就業服務、成功就業

This study aimed at exploring the service outcomes of vocational rehabilitation for people with mental and physical disabilities in Kaohsiung city in 2013. Studies in the similar topics are still rare to find nowadays. This study focused on a group of mentally and physically disabled people, 820 in total, who entered the system and started receiving vocational rehabilitation services in the year of 2013. This study used document analysis as the research method to transfer qualitative information into quantitative data. Thus, the information within the related charts in the vocational rehabilitation systems were used to provide basic information for exploring the followings three issues: personal factors contributing to the successful vocational rehabilitation, factors related to the services in the vocational rehabilitation process, and factors related to the vocational environment. The findings of this study provided directions for parties involved in the fitness evaluation for providing vocational rehabilitation, for those who are proposing the individualized service plan for clients, and for agencies that are related to the business of vocational rehabilitation to develop and to modify their existing policies. The findings of this study were as follows: 1). Individuals with retardation were the group of people that had the highest rate of receiving services, as well as the rate of successful employment; 2). Within the group of successful employment clients, those who received services from vocational rehabilitation manager were the majority in this group; 3). Vocation wise, those who worked as janitors to maintain the cleanliness of the environment are the most, the second one was self-employment, and the third was the apartment guards or nursing care; 4). For those who were successfully employed, clients resided in the jurisdiction of the Central District Office were the most, the second one was those who resided in the jurisdiction of Nantze District Office, and the third was the San-Ming District Office; and 5). In terms of the service models, supportive vocational services had the highest successful employment rate, and the second one was the group who found jobs on their own. Based on the findings, this study provided two suggestions each for the practices and policies of the existing system. The suggestions for practices were listed as the followings: 1). Enhancing the promotional work in relation to the services to different types of disabilities and the services outcomes for different level of disabilities; and 2). Adopting the idea of empowerment while providing vocational rehabilitation plan to facilitate the vocational skills of mentally and physically disabled people. In terms of policy, the first suggestion was that the research related to the ratio of staff between vocational rehabilitation managers and employment services workers is necessary; and the second, the collaboration between the practitioners and the academians to conduct empirical studies should be encouraged. Empirical studies provided information related to the types of disabilities and the successful employment in facilitating employment of mentally and physically disabled people should be encouraged.
