現今警察勤務種類繁多且複雜,不僅需滿足本身所規劃的勤務項目,也需考慮公平性之原則。若使用人工方式排班,公平性值得商榷,因承辦人員會根據經驗與個人偏好編排勤務之結果,且以人工方式排班所耗費之時間相當可觀,若能以軟體系統排班取代人工排班,將有效提升其效率。本研究採用整數規劃法建構一模型,針對固定之勤務進行排班研究,此研究也將員警休假偏好加入探討,以員警休假滿意度為目標,且限制警察勤務相關規定,使其具有可行性,最終訂定客觀且滿足員警需求之最適值勤班表,本研究最後以台南某分駐所人員為實證對象,以整數規劃法建構排班系統,並取代原本之人工排班方式。實證結果證明此排班系統確實能提高排班之效率。
Nowadays, services offer by polices are wide and complex. Must not only be satisfied to their planned service projects, but also need to be considered about the principle of fairness. Moreover, manually scheduling is time consuming and fairness is also debatable. Instead of manual schedule, software system will effectively enhance its efficiency. This study proposes an Integer Programming model on police crew scheduling problem. The purpose of this study is to meet the satisfaction of police vacations. By finding feasible answers, there are factors to consider, such as, police crew vacations preference, some specific police service regulations, therefrom, we can formulate an objective and optimal solution. A police substation under Tainan city government police department has been chosen for the experiment example. This study constructs an Integer Programming Scheduling System to replace manual scheduling. The result shows that this system can enhance the efficiency of the scheduling problem.
