休閒農業區居民對公共建設滿意度之研究—以卑南鄉為例

Studies on the Residents’ Satisfaction about Public Facilities of Leisure Agricultural Parks–the Case of Beinan Township

摘要

本研究係針對台東縣卑南鄉「初鹿休閒農業區」、「高頂山休閒農業區」之公共建設進行滿意度調查，公共建設包括交通設施、遊憩設施、文教設施、營運設施、安全與衛生設施等五項。研究方法首先是利用文獻及現場調查資料，進行SWOT分析，其次針對休閒農業區問卷調查資料，進行敍述性統計、獨立樣本t檢定及單因子變異分析。研究結果發現：1.「初鹿休閒農業區」公共建設的滿意度，以「營運設施」為最高，原因為該設施有助於農產品展售，增加農民收益；而「安全與衛生設施」為最低，原因是未能及時修繕損壞的社區監視系統等，這些設施需要定期維護，以確保設施的服務品質。2.「高頂山休閒農業區」公共建設的滿意度，以「安全與衛生設施」為最高，因為該區環境維護整潔、照明設施及排水系統良好；而「營運設施」為最低，原因是吸引遊客前往參觀及消費的意願不高。3.「初鹿休閒農業區」與「高頂山休閒農業區」公共建設的總滿意度分別為3.399、3.057，介於普通於滿意之間，「初鹿休閒農業區」高於「高頂山休閒農業區」的原因，是初鹿牧場遠近馳名及原生植物園區提供遊客休閒養生活動的體驗；而「高頂山休閒農業區」較低的原因，是公共建設沒有與當地田園及生態和景觀密切結合。

The objective of this study is aimed to investigate the residents’ satisfaction on the public facilities at Chu Lu and Kaading Mountain Leisure Agriculture Parks in Beinan Township, Taitung County. Public facilities included traffic, recreational, cultural and educational, operational, and safety and hygienic facilities. Data from literature review and on-site investigation were used for SWOT analysis first. Data obtained from questionnaire survey were then analyzed by descriptively statistics, t-test for independent sample, and single factor analysis of variance. Results showed that highest satisfaction in operation facility characterized by frequent demonstration and sale of agricultural products held by related units was found among others. Lowest satisfaction was found for safety and hygiene facilities due to the lack of prompted repairment of nonfunctional community monitor system at Chu Lu leisure Agricultural Park. Improvement can be made through regular maintenance to ensure good facility quality.At Kaading Mountain Leisure Agricultural Park , the safety and hygiene gained the highest satisfaction because of well-maintained clean environment, bright road illumination and good drainage system. Lowest satisfaction in operation facility was due mainly to the low willingness of visitors to visit and to consume.The total degree of satisfaction for Chu Lu and Kaading Mountain Leisure Agricultural Parks were 3.399 and 3.057 lied between the ordinary class and satisfactory, class respectively. Famous Chu Lu Ranch and Indigenous Botanical Garden that provided experiencing healthy-dining and recreation activities within the Chu Lu Leisure Agricultural Park leads into the higher degree of satisfaction than that at Kaading Mountain Leisure Agricultural Parks. Lower degree of satisfaction at Kaading Mountain Leisure Agricultural Park was due to the lack of tightly integration of local field view, ecology and landscape.
