生態科技產業園區人力需求與碳盤查認證及物質循環使用之研究

摘要


本研究以某科技產業園區(加工區)為範圍,研究目的首在盤點區內廠商營運需求進行分析、針對區內廠商人才與人力不足,提出產學合作人才培育策略,提供管理處制定需求管理政策;其次,針對二氧化碳排放,依照國際標準擬定碳盤查與碳管理政策,提供區內廠商(電子電機)改善碳排放;第三,以產業共生的模式強調產業內部物質流(資源能源)的循環利用,使得物料與能源在內部、產業間循環利用、並擴大到鄰近社區,達到生態科技產業園區(工業區)。 經盤點,以車用電子為主,尤以車載顯示器產業鏈為大宗,升級智慧顯示產品,亟待政府、大學、研發法人、職訓單位的協助,其中系統性的人才培育,實為產業發展的關鍵。經長期的訪廠輔導、座談、論壇、專題實作、學生實習、協助廠商申請政府補助計畫等,本研究第一部分以訪談法,歸納產業優先解決事項、學校及政府協助資源;第二部分以專家權重法,建立公司在營運上遇到最主要問題,依據篩選出的主要因素,分析車用電子產業營運主要因子;第三部分歸納歐美日等國際知名生態化工業區之發展與運作機制,提出建置我國生態科技產業園區的模式。 研究結果顯示,本研究所提科技產業園區區內廠商年度營運需求,可提供經濟部管理單位年度施政參考;在創新人才培育的方式,提供大學、法人、產業及管理當局,解決缺工問題方案之一;擬定建構資源循環永續利用之產業環境,提供政府建置生態科技產業園區(工業區)參考。

In this study, a qualified technology industrial park (formerly known as processing export zone) is selected. The purpose of this study is to firstly review and analyze the operational needs of manufacturers in this technology industrial park, and propose a demand management policy for the administration bureau; secondly, a feasible carbon management strategy is proposed to improve carbon reduce for electronic/electric manufacturers in the park; third, the developed industrial symbiosis model emphasizes the recycling of material flow (resources and energy) is proposed. Material flow is arranged within the industry, between industries and expand to the adjacent community. Furthermore, it reaches the ecological technology industrial park. After the inventory, it is mainly based on automotive electronics, especially the automotive display industry chain. Upgrading the smart display application urgently needs the assistance of the government, universities, R&D institutes, and vocational training units. Talent cultivation is the key to industrial development. After long-term factory visits for counseling, discussions, forums, special projects, student internships, and assisting manufacturers to apply for government subsidy programs, the first part of this research uses the interview method to summarize industry priorities, universities and government assistance resources; then, the expert weight method to establish the main problems encountered by the company in operation, and analyze the main factors of the operation of the automotive electronics industry according to the main factors selected; it is proposed to build ecological technology industrial park in Taiwan. The research results show that the annual operating needs of the manufacturers in the park is proposed to Kaohsiung administration branch of the Ministry of Economic Affairs for annual demand management policy; an innovative talent training system is proposed to solve the problem of lack of labor; sustainable utilization of material flow based on circular economy is developed for the construction of an ecological technology industrial park (industrial zone).
